Minutes of the meeting of Huttoft Parish Council held on Monday 7th September 2026 at Huttoft Village Hall commencing at 7:00pm

5017. WELCOME:
Cllr Lapczuk welcomed Councillors and members of the public to the meeting.
5018. APOLOGIES FOR ABSENCE:
Cllr R Ganney (HPC).
5019. PUBLIC PARTICIPATION:
A resident raised concerns regarding traffic turning out of the Donkey Sanctuary onto Church Lane. There are concerns that visitors are not aware Church Lane is a two-way road and often turn directly into the path of oncoming vehicles. It was agreed that the Clerk would write to the owners to request they consider additional safety signage for visitors.
A resident asked if some of the tree branches on the corner of Alford Road could be cut back as they are hanging over the footpath. The request would be passed to the Tree Warden for consideration.

5021. TO APPROVE THE MINUTES OF THE PARISH COUNCIL MEETING ON 6 JULY 2026 AND TO AUTHORISE THE CHAIR TO SIGN THE OFFICIAL MINUTES:
Proposed, Seconded & RESOLVED that the minutes, having been circulated and read, were approved and signed by the Chair.
5022. TO RECEIVE ANY UPDATES ON OUTSTANDING MATTERS NOT ITEMISED ON THE AGENDA:
Grit Bin located on Alford Road – LCC Highways to replace damaged grit bin and re-locate to other side of Alford Road.
LCC Highways Meeting – Cllr Walker and the Clerk met with Cllr Beecham (LCC) and representatives of LCC Highways to discuss the damage to the footpath on A52 near Huttoft Service Station and traffic concerns at Sea Lane / Huttoft Bank / Roman Road junction.
LCC agreed to repair the footpath on A52 and consider options to stop HGVs parking on the footpath. The footpath would be temporarily closed until repairs are carried out.
LCC to consider road safety measures along Sea Lane to include ‘narrowing of road’ signage before the residential properties and temporarily reducing the speed limit whilst resurfacing of the road had been completed.
LCC to consider road safety measures at the junction of Sea Lane / Roman Bank / Huttoft Bank including commissioning an Archer Survey to assess traffic volumes and speed on Sea Lane, Roman Bank, Huttoft Bank and Car Terrace, request support from Lincolnshire Road Safety Partnership to review road safety improvements in the area, review speed limit in and around the junction, look at additional junction signage and look at ways to improve the visibility at the junction.

(b) Parish Councillors noted the Financial Monitoring Reports and Bank Reconciliation as at 31 August 2026 and the authorise the Treasurer to sign the report.
(c) Parish Councillors noted the sign-off of the Annual Governance & Accounting Return (AGAR) 2025/2026 on 16 July 2026 by the external auditors.
5024. TO DISCUSS AND AGREE THE RESPONSE TOA REQUEST FROM HENSELL GOAT RESCUE TO SUPPORT THEIR APPLICATION FOR TWO OFFICAL BROWN TOURISM SIGNS:
Cllr Lapczuk took Councillors through the request and outlined LCC Policy regarding brown signage. Parish Councillors agreed that the traffic speed along the A52 Sutton Road was a concern and a request for brown signage for ‘safety’ reasons should be fully supported. The Clerk will write a letter of support to Hensell Goat Rescue.
Parish Councillors also agreed that any requests for ‘brown’ signage in the future would only be supported for charitable organisations.
5025. TO RECEIVE REPORTS FROM OUTSIDE BODIES:
(a) East Lindsey District Council – Cllr Marsh noted the huge success of ‘Tour of Britain’ cycle race and how well it had been supported by the local community.
The Local Government Reorganisation had now been suspended and ELDC Elections would take place in May 2027. Cllr Marsh noted that he would not be standing for election next year. The next round of ELIF GRASSroots Grants would be announced on 9 September.
(b) Lincolnshire County Council – Cllr Beecham noted the Local Government Reorganisation had been suspended.
(c) Friends of St Margarets Church – in the absence of Cllr Ganney, the Clerk gave the report. St Margarets Church would be taking part in the Wolds and Coast Churches Festival on 12/13 September. Cllr Ganney had met with Lincoln Diocese regarding putting together a National Lottery Heritage Grant Bid for the proposed tower refurbishment.
Members of the Lincolnshire Churches Trust were meeting at Huttoft Village Hall in November as they are using The Friends of St Margarets Church as a case study for ‘saving a church’.
(d) Huttoft Village Hall – Cllr Meaker noted the AGM will take place on Thursday 17th September. The Summer Party and other events had been well attended.
5026. HUTTOFT PLAYING FIELD:
Cllr Lapczuk noted the repairs to the playing field equipment had been completed and fencing was almost completed. The adult fitness trail equipment had been delivered and would be installed in early October. Additional funding is being sourced for more fitness equipment, extra seating and goalposts.
The Clerk noted that the ELIF Final Impact Report had been submitted and the final 25% of the GRASSroots Grant had been received from ELDC.
5027. HUTTOFT CAR TERRACE:
Cllr Walker took Parish Councillors through his report which was submitted in advance to all Parish Councillors. Due to the good weather, the Car Terrace had seen an increase in tourism. APCOA had reported an increase in parking tickets issued to motorhomes for parking illegally overnight. An Illegal ‘rave’ took place at the Car terrace on the evening of 11 July. Cllr Walker will be meeting with representatives from LCC Coastal Team and Lincolnshire Police Coastal Neighbourhood Team to discuss the response to potential future events.
5028. ANY OTHER MATTERS:
Cllr Lapczuk noted the poor state of the grass in front of the village hall following the period of very hot weather. The general consensus was that the grass would recover naturally, so no action should be taken at the present time.
Cllr Lapczuk noted the deteriorating state of the A52 towards Sutton on Sea. This has been previously logged on FixMyStreet.
Cllr Walker noted the poor condition of the road surface on Huttoft Bank and would log on FixMyStreet.
