Minutes of the Annual Statutory meeting of Huttoft Parish Council held on Monday 11th May 2026 at Huttoft Village Hall commencing at 7:30pm

4979.   ELECTION OF PARISH COUNCIL CHAIR:

Proposed, Seconded & RESOLVED to elect Cllr P Lapczuk to the office of Chair and to sign a Declaration of Acceptance of Office of the Chair

4980.   ELECTION OF PARISH COUNCIL VICE-CHAIR:

Proposed, Seconded & RESOLVED to elect Cllr R Walker to the office of Vice-Chair and to sign a Declaration of Acceptance of Office of the Vice-Chair

4981.   ELECTION OF PARISH COUNCIL TREASURER:

Proposed, Seconded & RESOLVED to elect Cllr R Ganney to the office of Treasurer and to sign a Declaration of Acceptance of Office of the Treasurer

4982.   REAPPOINT PARISH CLERK AS RESPONSIBLE FINANCIAL OFFICER:

Proposed, Seconded & RESOLVED to reappoint Mr M Rudd as Responsible Financial Officer

4988.   TO APPROVE THE PARISH COUNCIL STANDING ORDERS 2026:

Proposed, Seconded & RESOLVED to approve the Standing Orders.

4989.   TO APPROVE THE PARISH COUNCIL FINANCIAL REGULATIONS 2026:

Proposed, Seconded & RESOLVED to approve the Financial Regulations.

4990.   TO APPROVE THE PARISH COUNCIL CODE OF CONDUCT 2026:

4991.   CLERKS REPORT ON OUTSTANDING MATTERS:

The Clerk noted that Cllr Meaker was stepping down as the Parish Council Tree Warden.  Cllr Meaker briefly gave a description of the duties.  Cllr Lapczuk stated that anyone wishing to volunteer for the role should let the Clerk know by Thursday 14 May, otherwise, the role would be advertised.

4992.   FINANCIAL MATTERS:

P Lapczuk (expenses) - Grass cutting fuel - £49.50

Secure Storage Rental: GRASSroots Grant (1 April 2026 – 31 March 2027) - £960.00

M Bodsworth – Grass cutting (April 2026) - £410.13

M Rudd – Clerks Salary (9 March – 10 May) - £407.08

c.  To approve the renewal of the lease of Parish Council Land:

d. To approve the renewal of the Parish Council Public and Employers Liability Insurance Policy 2026/27 at an annual cost of £697.72:

4993.   PLANNING MATTERS:

a. N/089/01882/24: Silver Birches, 31 Church Lane, Huttoft – erection of a detached bungalow – Planning Approved

b. 00257/26/FUL: Hare Lodge, Mill Lane, Huttoft – change use of existing lodge to holiday let – No Objections or comments

c. 00086/26/FUL: Woodbine Cottage Farm, Huttoft Road, Sutton on Sea – erection of an agricultural livestock building – Planning Approved

d. 00096/26/OUT: Land South of Home Farm, Sutton Road, Huttoft – outline erection of a dwelling with means of access to the considered – No additional comments made 

4994.   NATIONAL GRID: EASTERN GREEN LINK 3 & 4 TARGETED STATUTORY CONSULTATION:

Parish Councillors confirmed their objection to National Grid’s plans and requested the Clerk to provide feedback to National Grid based on previous comments

4995.   OUTER DOWSING WIND PROJECT: COMMUNITY LIAISON MEETING UPDATE:

Cllr Lapczuk attended the community meeting held in Old Leake on 5 May.  The project only slightly impacts the Parish.  Some community funding would potentially be available to the Parish but not until c.2029. Representatives of LCC and ELDC confirmed they are opposed to National Grid’s plans

4996.   HUTTOFT CAR TERRACE REPORT:

Cllr Walker took Councillors through his report.  Sand had been cleared from the terrace before the Bank Holiday.  There had been two incidents of fly-tipping which had been reported to LCC.  The current closure of Sea Lane due to culvert replacement works has been extended due to complications encountered by the contractors.  Planned repairs to Sea Lane, following damage caused by construction works, have been agreed but timing will not be confirmed until others works on Sea Lane have been completed

4997.   REPORTS BY REPRESENTATIVES OF OUTSIDE BODIES:

a. East Lindsey District Council – Cllr Marsh stated the ELDC had invested in a new JCB for sand clearing which should include Car Terrace

b. Lincolnshire County Council – Cllr Beecham noted that he will have a grant available of up to £1000 to support local communities

4998.   ANY OTHER MATTERS:

Cllr Walker raised concerns about the safety of the junction of Sea Lane, Roman Bank / Huttoft Bank due to a lack of signage.  This has been raised previously with LCC Highways.  Cllr Beecham (LCC) agreed to raise with LCC Highways.
