Minutes of the meeting of Huttoft Parish Council held on Monday 6th July 2026 at Huttoft Village Hall commencing at 7:00pm
PRESENT: Cllrs. P Lapczuk (Chair), R Walker, R Ward, C Meaker, N Sylvester, R Ganney and V Lee
IN ATTENDANCE: M Rudd (Clerk), Cllrs S Devereux & G Marsh (ELDC), Cllr M Beecham (LCC) and 9 members of the public
5001. WELCOME:
Cllr Lapczuk welcomed Councillors and members of the public to the meeting.
5002. APOLOGIES FOR ABSENCE:
None. The Clerk noted that Cllrs S Devereux & G Marsh (ELDC) are at another meeting and will be arriving later.
5003. PUBLIC PARTICIPATION:
A resident raised concerns regarding vehicles speeding through the village along the A52 and especially, safety concerns whilst horse riding in and around the village. Cllr Lapczuk explained that this is a long running concern for the Parish Council and previous requests to reduce the speed limits have been refused by LCC. It was noted that there are no ‘horse warning’ signs at the north end of A52 and Cllr Beecham (LCC) agreed to report to LCC Highways.

5005. TO APPROVE THE MINUTES OF THE PARISH COUNCIL MEETING ON 9 MARCH 2026 AND TO AUTHORISE THE CHAIR TO SIGN THE OFFICIAL MINUTES:
Proposed, Seconded & RESOLVED that the minutes, having been circulated and read, were approved and signed by the Chair.
5006. TO RECEIVE ANY UPDATES ON OUTSTANDING MATTERS NOT ITEMISED ON THE AGENDA:
LCC Highways had responded to concerns raised regarding the state of the newly constructed footpath on the A52 between the school car park and garage. LCC Highways stated that damage had “probably” been caused by HGVs parking across the footpath. After a discussion, the Clerk agree to show Cllr Beecham (LCC) the path to enable him to raise directly with LCC Highways.
A resident, Russ Newland, had applied for the vacant role of Parish Council Tree Warden.
Proposed, Seconded & RESOLVED to appoint Russ Newland to the voluntary role of Tree Warden.
5007. FINANCIAL MATTERS:

Proposed, Seconded and RESOLVED to approve payments.
(b) Parish Councillors noted the Financial Monitoring Reports and Bank Reconciliation as at 30 June 2026 and the authorise the Treasurer to sign the report.
(c) Parish Councillors noted that the Notice of the Exercise of Public Rights closes on 14 July 2026 and no applications have been made to inspect the Parish Councils financial records.
(d) Parish Councillors noted the change in the HMRC official mileage rate from 45 to 55 pence per mile with effect from 1 April 2026.
5008. PLANNING MATTERS:
(a) 00407/26/RVC – SILVER BIRCHES, 31 CHURCH LANE, HUTTOFT – vary conditions of approved plan N/089/01882/25 – ELDC Approved
(b) 00257/26/FUL – HARE LODGE, MILL LANE, HUTTOFT – siting of a holiday lodge (works completed) – ELDC Refused
5009. TO DISCUSS AND APPROVE THE RESPONSE TO THE NATIONAL GRID: GREAT GRID UPDATE – EASTERN GREEN LINK 5 STAGE 2 CONSULTATION:
Parish Councillors reiterated their objection to National Grids plans. Cllr Lapczuk urged residents to provide feedback to National Grid by the deadline of 24 July 2026.
Cllr Sylvester noted that “landfall” for EGL5 had been confirmed by National Grid as being within Huttoft Parish Council boundary.
During a discussion of the proposals, concerns were raised about the long-term proliferation of the works, huge disruption and negative impact on the community, environment and local residents.
5010. NOTED THAT CLLRS S DEVEREUX AND G MARSH (ELDC) ARRIVED AT THE MEETING AT 19:40
5011. TO RECEIVE REPORTS FROM OUTSIDE BODIES:
(a) East Lindsey District Council – Cllr Marsh outlined the opportunity for funding from the “spacehive” initiative and also a potential of further funding available in the near future from ELIF.
(b) Lincolnshire County Council – Cllr Beecham noted that he had been allocated a grant fund of £3000 to support local communities.
(c) Friends of St Margarets Church – Cllr Ganney noted the Lincolnshire Churches Festival “Open Days” will take place in September. The recent “pets” church service was well attended.
(d) Huttoft Village Hall – Cllr Meaker noted that the old obsolete defibrillator located at the village hall had now been replaced. Regular events remained well attended.
5012. HUTTOFT PLAYING FIELD:
Cllr Lapczuk noted the delays to the improvement works caused by supply issues with the safety fencing. The GRASSroots Team have been kept informed of the delays.
Cllr Lapczuk took Councillors through all the improvements that had been completed to date. The Handyman will be asked to cutback the willow tree branches overhanging the footpath.
5013. HUTTOFT CAR TERRACE:
Cllr Walker took Parish Councillors through his report which was submitted in advance to all Parish Councillors. Sea Lane has now reopened following a significant period to complete culvert works.
Cllr Walker noted that deer warning signs, promised by LCC Highways many months ago, had still not be provided along Sea Lane. Following a discussion, Cllr Beecham (LCC) agreed to follow up with LCC Highways.
5014. ANY OTHER MATTERS:
Cllr Lapczuk noted that some trees were overhanging the corner of Alford Road past the scrapyard making visibility very poor and asked for this to be logged on FixMyStreet.
