A MEETING OF HUTTOFT PARISH COUNCIL WAS HELD ON THURSDAY, 15TH NOVEMBER 2018

4179. APOLOGIES

4180. MINUTES
Proposed, Seconded & Resolved that the minutes 20th September, 2018, having been circulated and read, were approved & signed by the Chairman.
4181. CLERK’S REPORT
ELDC, Affordable Housing in Huttoft – at present time no plots available for development.
4182. REPORTS FROM OUTSIDE BODIES
Cllr. Matthews informed PC that Louth Hospital was not closing but would be 24 hr. urgent treatment centre, although 2 wards may close. Skegness Hospital would also be upgraded to Level 3 Accident & Emergency. Cllr. Marsh replied that the Health Authority needed to ensure the range of services
provided was more important than the number of beds available.
4183. CORRESPONDENCE
Email- British Red Cross are promoting Everyday First Aid programme in Communities.
LCC – School Admissions Policy Consultation 2020 intake St. Christopher’s Almhouses, Alford have a vacant property – letter displayed in noticeboard.
Josh Hague – letter re: grasscutting etc – letter kept on file
4184. DEVELOPMENT & PLANNING
N/089/01588/18 Gwenda, Sea Lane, Huttoft - FPP granted
EC/089/00594/18 Land Adj. Willowgarth, Sea Lane, Huttoft. Breach of Planning -Unauthorised building works to create a construction
4185. FINANCE & ACCOUNTS
Proposed, Seconded & Resolved that accounts totalling £1000 be paid. All in favour.
4186. PRECEPT 2019/20
Parish Cllrs. discussed 2019/20 Precept. Final decision to be made in January 2019.
4187. HUTTOFT CAR TERRACE
Parish Cllrs. were informed that 2 litter bins had been vandalised - to be replaced with plastic bins - subject to budgets. An additional large Euro bin will be added in school summer holidays. Sand to be cleared for Easter holidays.
4188. LCC – WINTER MAINTENANCE
Huttoft PC to request 1 tonne bag of salt for winter. Cllr. Sylvester to be liaison person.
4189. ADOPTION – CODE OF CONDUCT, FINANCE ORDERS & STANDING ORDERS
Proposed, Seconded & Resolved that the above be adopted. All in favour.
4190. TREES – OUTSIDE VILLAGE HALL
Cllr. Meaker reported that the chestnut tree required reducing & pollarding.
1 person did not quote.
Quote received - to remove tree £850 - to reduce & pollard tree £600
Also, 13 trees in vicinity to reduce & pollard £690.
To have all 13 trees & chestnut tree work done together total cost £1100.
To discuss at next meeting.
4191. ANY OTHER MATTERS (for discussion only)
Clerk to report pot holes on Alford Road.
Jolly Common Lane – give way sign damaged – Clerk to inform LCC Highways
A new bridge had been installed on Public Footpath, Anderby 1 – linking Anderby to A52 Huttoft Village. Footpath is now open & useable. Clerk to write to LCC as PC had concerns that the footpath stopped at Griffin Farm, Mumby Rd, Huttoft and there was no footpath either side of the A52 for pedestrians to walk on.
There being no further business the meeting closed at 8.15 p.m.
