You are hereby summoned to attend the Annual Statutory meeting of Huttoft Parish Council which will be held in the Huttoft Village Hall on Monday 11th May 2026 commencing immediately after the Annual Parish meeting.

AGENDA
1. To Elect a Parish Council Chair and to receive a Declaration of Acceptance of Office of the Chair of Huttoft Parish Council
2. To Elect a Parish Council Vice-Chair and to receive a Declaration of Acceptance of Office of the Vice Chair of Huttoft Parish Council
3. To Elect a Parish Council Treasurer and to receive a Declaration of Acceptance of Office of the Treasurer of Huttoft Parish Council
4. To reappoint Parish Council Clerk as Responsible Financial Officer
5. To receive any Declarations of Interest under the Localism Act 2011 – being any pecuniary or non-pecuniary interest in agenda items not previously recorded on Members Register of Interests
6. To approve the Minutes of the Annual Statutory meeting of the Parish Council held on Monday 19thMay 2025 and to authorise the Chair to sign the official minutes
7. To approve and sign the Annual Governance & Accountability Return 2025/26:
(i) Annual Governance Statement 2025/26 (to be signed by the Chair)
(ii) Accounting Statements 2025/26 (to be signed by the Chair)
(iii) Annual Internal Audit Report 2025/26 and Internal Auditor Letter
8. To confirm the dates of the period for the Exercise of Public Rights: Wednesday 3 June to Tuesday 14 July 2026
9. To approve the following Parish Council Policies:
(i) Standing Orders
(ii) Financial Regulations
(iii) Code of Conduct
10. Clerks Report on outstanding matters (not covered on the agenda)
11. Financial Matters:
(i) To approve outstanding payments
(ii) To confirm receipt of the following income:
a. Precept 2026/27 - £5,150 (50%)
b. HMRC VAT 126 Claim 2025/26 - £2000.41
(iii) To approve renewal of the lease of Parish Council Land
(iv) To approve renewal of the Parish Council Public and Employer Liability Insurance Policy 2026/27
12. Planning Matters:
(i) N/089/01882/24: Silver Birches, 31 Church Lane, Huttoft – erection of a detached bungalow – planning approved
(ii) 00257/26/FUL: Hare Lodge, Mill Lane, Huttoft – change use of existing lodge to holiday let – no additional comments
(iii) 00086/26/FUL: Woodbine Cottage Farm, Huttoft Road, Sutton on Sea – erection of an agricultural livestock building – planning permission granted
(iv) 00096/26/OUT: Land South of Home Farm, Sutton Road, Huttoft – outline erection of a dwelling by means with access to the consider – no additional comments
13. National Grid: Eastern Green Link 3 & 4 – Targeted Statutory Consultation under Section 42 of the Planning Act 2008
