A MEETING OF HUTTOFT PARISH COUNCIL WAS HELD ON THURSDAY, 21ST MARCH 2019
PRESENT: Cllrs. N Sylvester(Chairman), C Meaker, D Robinson, A Broughton, P Lapczuk, R Briggs, D Price & 4 public
4204. APOLOGIES
Apologies were received from Cllrs. D Stephenson, S Devereux (ELDC) & accepted.
4205. PUBLIC PARTICIPATION
Resident informed PC that vehicles were parking in Alford Rd until Mill opened at 7 a.m. Clerk to send letter to Fairburns asking them to remind Hauliers of opening time.

4206. MINUTES
Proposed, Seconded & Resolved that the minutes of 17th January, 2019, having been circulated and read, were approved & signed by Chairman.
4207. CLERK’S REPORT
New Give Way sign erected Jolly Common/Sutton Road junction.
4208. REPORTS FROM OUTSIDE BODIES
Cllr. Matthews reported on an LCC consultation on heritage properties – the Usher Gallery, Lincoln maybe turned into a wedding venue with some rooms used to display antiques. Some windmills could be taken over by a third party.
The Coastal Park is thriving and bringing investment to the area.

LCC – email advising sand clearance at Huttoft car terrace & north of hut prior to Easter & also new bin.
LCC Highways – 2019/20 resurfacing A52, Highbury House to Griffin Farm.
LALC questionnaire – re: cluster groups within neighbouring town/parish councils.
Lincs. NHS Healthy Conversation 2019 – events & discussions across Lincolnshire to be accessed online to help shape future health service.

N/089/00063/19 Hardy’s Corner, Sea Lane – Planning Permission Refused
N/089/00608/19 Methodist Chapel, Sutton Rd – Possible breach of planning,
ELDC Enforcement to visit
EC/089/000594/18 Land Adj. Willowgarth, Sea Lane
Change of use of land, equestrian use, erection of stables, Fencing, site caravan & alterations to existing vehicular access
P Cllrs object – plan shows no way of HGV’s entering & leaving the site in a forward gear as this is a concealed entrance. Premises not to be used for business purposes.
Concerns over using caravan for overnight use which includes human waste. No indication on plan of interceptor for disposal of foul sewerage & grey water.
Manure heap – effluent seeping through to drain & adjacent land.
4211. FINANCE & ACCOUNTS
Proposed, Seconded & Resolved that an account for £25.88 be paid. All in favour.
Payment made between meetings for £1100.
Clerk given authority to pay LALC Subs Invoice in April 2019
P Cllrs received draft accounts sheet prior to meeting – end of year balance £7734.99 and all in favour that Clerk complete Audit forms 2018/19.
Wef. 1st April 2019 Zurich Insurance would be handling PC insurance.
4212. DISTRICT & PARISH ELECTIONS 2019
Town & Parish elections 2nd May, 2019 - Nomination Forms to be completed & delivered to ELDC in person by 3rd April. Notices also displayed in noticeboard.
4213. EMERGENCY PLAN
Huttoft & AVERT Anderby are to merge and have joint Emergency Plan. Training to be given.
4214. OBSTRUCTION OF VEHICLES PARKING OUTSIDE METHODIST CHAPEL
Residents said there were issues with vehicles parking on the footpath outside Methodist Chapel, Sutton Road. This caused an obstruction to pedestrians walking on the pavement and vehicles travelling on the highway. Clerk to send letter.
4215. MEETINGS 2019/20
All P Cllrs. were given a list of PC meetings 7 pm - April 2019 – March 2020.
Annual Parish 18th April Statutory Annual 16th May
All other meetings – 18th July – 19th September – 21st November 2019 &
16th January – 19th March 2020
4216. ANY OTHER MATTERS (discussion only)
P Cllrs asked for a 7.5t weight limit sign to be erected junction of Church Lane & Alford Road. Clerk to send email to Cllr. Matthews (LCC).
Vehicles still parking in Church Lane/Alford Road during drop-off times for school.
There being no further business the meeting closed at 8.30 p.m.
