A MEETING OF HUTTOFT PARISH COUNCIL WAS HELD ON THURSDAY, 18TH JULY 2019
PRESENT: Cllrs. N Sylvester(Chairman), C Meaker, D Robinson, A Broughton, P Lapczuk, R Briggs, D Price, G Marsh(ELDC), C Matthews(LCC) & 2 members of public
4232. APOLOGIES
Apologies were received from Cllrs. D Stephenson & S Devereux (ELDC) & accepted.
PUBLIC PARTICIPATION
A member of public asked about the playing field picnic tables but this was a matter for the playing field committee.

4233. MINUTES
Proposed, Seconded & Resolved that the minutes of 16th May, 2019, having been circulated and read, were approved and signed by the Chairman.
4234. CLERK’S REPORT
ELDC had forwarded the decision notice for Schedule of Works to be carried out on trees in St. Margaret’s Close.
4235. TO RECEIVE REPORTS FROM OUTSIDE BODIES
Cllr. Marsh informed P Cllrs. that there would be a briefing of new ELDC officers & would report back at next meeting.
Cllr. Matthews reported that the development of a café at Huttoft Bank had been approved by the scrutiny panel & would be forwarded to LCC Executive Committee for approval.
LCC review of Mobile Library Service – future vans to be smaller and more environmentally friendly. There would be less books but the van stops to continue.
4236. CORRESPONDENCE
LCC – Sand clearance at Huttoft Bank to Boygrift Drain.
RAF Benevolent Fund – if anyone knew any Veterans & family in the area who require assistance to contact RAF.
Countryside Access – notification of seasons public rights of way grass cutting in the parish.
LCC -Broadband Vouchers available for parishes & communities to provide funding for community based schemes. Clerk to investigate.
ELDC – Fly tipping, Jolly Common, Huttoft – 2 people prosecuted & case proved in their absence.
Call Connect bus – Summer promotion 2 for 1 travel – displayed in noticeboard.
LCC – Temp. Traffic Restriction Crawcroft Lane, Huttoft 12-23 August.
LALC News – Increase from £5 - £6 per year for hard copies. Cllrs agreed to accept.

4238. PLANNING MATTERS
N/089/00860/19 Land Adj. Meadow Fields Lodge, Alford Road – FPP granted
N/089/01049/19 Railway Meadows, Huttoft Rd, Sutton on Sea
Erect 3 field shelters, hay store & building consisting of 2 Stables & tack store. Siting of storage container (already sited)
Objected as incomplete planning application due to no dates in section 3.
Applicant states no commercial operation but is selling livestock. The disused Railway line is a public footpath & should be kept uninterrupted for public use.
Concerns over storage of manure near watercourse with risk of seeping into drain. Manure to be removed on regular basis
N/089/0608/18 Church House, Sutton Rd, Huttoft – Breach of planning
Application – given another 28 days to submit new plans
Cllr. Matthews gave his apology and left the meeting.
4239. SPEEDING VEHICLES THROUGH VILLAGE
Several residents had contacted PC regarding vehicles speeding through the village.
Clerk has informed LCC Highways.
4240. ANY OTHER MATTERS (for discussion only)
Cllr. Meaker informed the PC that the Village Hall had received a grant from Triton Knoll to have the village hall car park re-surfaced.
