A MEETING OF HUTTOFT PARISH COUNCIL WAS HELD ON THURSDAY, 19TH SEPTEMBER 2019

PRESENT: Cllrs. N Sylvester(Chairman), C Meaker, A Broughton, D Price, R Briggs, G Marsh & S Devereaux(ELDC), C Matthews(LCC) & 5 members of public

4241. APOLOGIES

Apologies were received from Cllr.Lapczuk & accepted

A minute’s silence was held for Cllr. D Robinson who had recently passed away. David served the community for 40 years and will be sorely missed.

Cllr. Meaker declared an interest in Item 8.

4242. MINUTES

Proposed, Seconded & Resolved that the minutes of 18th July, 2019, having been circulated and read, were approved and signed by the Chairman.

4243. CLERK’S REPORT

Notices displayed in noticeboard advising residents of the Lincs. Broadband Programme for those with slow broadband.

4244. TO RECEIVE REPORTS FROM OUTSIDE BODIES

Cllr. Matthews reported - LCC Executive had transferred ownership of Alford Windmill to Alford Town Council.
October 7th – LCC invite Town & Parish Councils to North Sea Observatory to discuss development along the coast.
LCC – Planning approved for café at Huttoft Car Terrace
LCC have new website
Cllr. Marsh reported – ELDC would be moving in the future to Horncastle from Manby.
Cllr. Devereaux reported – Business Expo 16th October to be held at the Embassy, Skegness.

4245. CORRESPONDENCE

LCC – Notification of diversion of public footpath Number 15 – Mill Lane to Crawcroft Lane, Huttoft. Displayed in noticeboard.
LCC – Notification of highway services from 1st April, 2020 - Balfour Beatty Group Ltd.
Main highway contractor, Colas Ltd. – traffic signal contract & WSP UK Ltd – professional designs services contract.

4246. FINANCIAL MATTERS

Proposed, Seconded & Resolved that the following accounts be paid

R Crow – 3rd grass cut 800.00
ELDC – Election Charges) 48.50
TOTAL 848.50

4249. SPEEDING OF VEHICLES THROUGH VILLAGE – UPDATE

Speed signs had been purchased and displayed through village.
The PC had requested a survey on speeding vehicles through the village.
LCC replied that as a survey had been completed in 2017 and the mean speeds didn’t tend to change a great deal, the data collated was still relevant. It showed a mean speed of 29.6 mph and therefore no further survey would be carried out.

4250. ANY OTHER MATTERS(for discussion only)

Clerk met with LCC officers regarding resurfacing A52. The footway would be looked into on Mumby Road.
Cllr. Matthews was asked if he would look into transport arrangements at the primary school, as the double decker bus only collected 1 child in the afternoon.
Trees at Larkspur Cottage, Alford Rd, Huttoft – branches overhanging highway - Clerk to send letter.
Cllr. Matthews advised PC that LCC wouldn’t erect a 7.5t weight limit sign on Church Lane as this was not a cut through but only used by lorries for business.

There being no further business the meeting closed at 7.50 p.m.
