A MEETING OF HUTTOFT PARISH COUNCIL WAS HELD ON THURSDAY, 16th JANUARY 2020

PRESENT: Cllrs. N Sylvester (Chairman), A Broughton, P Lapczuk, D Price, R Briggs, S Devereaux & G Marsh (ELDC), C Matthews (LCC) & 5 members of public

4268. APOLOGIES

Apologies were received from Cllr. Meaker & accepted

PUBLIC PARTICIPATION

A resident informed PC that the pavement in Sutton Road was waterlogged. This would be addressed when the highway resurfaced in April 2020.

4269. MINUTES

Proposed, Seconded & Resolved that the minutes of 21st November 2019 & 9th January 2020 having been circulated and read, were approved and signed by the Chairman.

4270. CLERK’S REPORT

None

4271. TO RECEIVE REPORTS FROM OUTSIDE BODIES

Cllr. Marsh reported that ELDC were nominated for a National Award for Elderly People. This was called Ageing Well which was linked to many services in Lincolnshire.
ELDC – Budget consultation on website.
Cllr. Matthews reported that the National Trust in partnership with LCC have taken over Sandilands Golf Course.
Debbie Barnes was the new Chief Executive at LCC.
Building work at Huttoft Car Terrace for the café will commence February. Car parking arrangements to be decided.
Coastal Community Team (CCT) Market Fund had been set up for coastal Communities to share information/ideas.

4272. CORRESPONDENCE

Environment Agency – Details of new Authorisation regulations for previously Exempt Water Abstraction activities – displayed in noticeboard.
Citizens Advice – Details of free services to residents – displayed in noticeboard.
Environment Agency – Information to encourage residents in the parish to sign up to E.A. Flood Warning Service – displayed in noticeboard.

4273. FINANCIAL MATTERS

Received £72.53 Wayleave payment from Western Power.

4274. ONLINE BANKING

After discussion, it was Proposed, Seconded & Resolved that the PC move to Online banking commencing for the next financial year.

4275. PRECEPT 2020/21

Proposed, Seconded & Resolved that the precept for 2020/21 would be set at £6360.

4277. COUNCILLOR VACANCY

No applications received for previous councillor vacancy.

Cllr. D Stephenson had resigned due to ill health & notices of this second vacancy was displayed in noticeboard.

4278. ANY OTHER MATTERS (for discussion only)

Customer Services, ELDC had been informed twice that the Green bin outside Village Hall had been missing since August 2018 and not replaced. Cllr. Marsh to investigate.
Methodist Church House, Sutton Rd – refuse bins placed on narrow footpath outside property, resulting in residents having to walk on A52 to pass. Clerk to investigate.
LCC – parish websites to be upgraded.
PCSO Barnaby Prince – request to meet residents to discuss concerns/problems at Village Hall during Post Office opening times.
AWA – water meter cover replaced near Village Hall
Clerk to contact Primary School headteacher to arrange meeting to discuss some Issues
Chevron sign, Alford Road – repaired only part of the sign – Clerk to report to LCC
