A MEETING OF HUTTOFT PARISH COUNCIL WAS HELD ON THURSDAY, 19TH MARCH 2020
PRESENT: Cllrs. N Sylvester(Chairman), C Meaker, P Lapczuk, D Price, G Marsh & S Devereux(ELDC), D Matthews & 3 members of public
4279. APOLOGIES
Apologies were received from Cllrs. R Briggs, A Broughton & accepted.
PUBLIC PARTICIPATION
A resident informed Cllrs. about the overgrown Leylandii trees at Cherry Tree Court, Mumby Rd, Huttoft.

4280. APPOINTMENT OF CO-OPTED PARISH COUNCILLOR
Ramon Ward was appointed as co-opted Parish Councillor. Declaration of Office & Pecuniary Interests forms were duly signed.
4281. MINUTES
Proposed, Seconded & Resolved that the minutes of 16th January, 2020, having been circulated and read, were approved and signed by the Chairman.
4282. CLERK’S REPORT
As there were 2 bins sited in Church Lane, ELDC had re-sited the green dalek bin outside village hall. The damaged bin near bus shelter, Mumby Road has been replaced.
PCSO Prince had met parishioners at Village Hall.
ELDC to contact householder at Church House, Sutton Rd, Huttoft to site refuse bins inside gateway on collection day.
4283. TO RECEIVE REPORTS FROM OUTSIDE BODIES
Cllr. Matthews reported that the sale of Sandilands Golf Course was progressing slowly.
At the present time, the ward walk was still on. Development of Café at Huttoft Car Terrace to commence shortly.
Cllr. Marsh informed Parish Council that ELDC’s new corporate strategy for the next 10 years included – to supply homes for local community, adapt town centres due to changes in national environment, survival of businesses in the area and better Broadband.

Proposed, Seconded & Resolved that the following account be paid –
M Sylvester – HP yearly printing 34.88
End of Year accounts presented – Balance £8729.91
4286. ONLINE BANKING
Proposed, Seconded & Resolved that the online registration form be completed with signatories – Clerk & Cllrs. Meaker & Lapzcuk.

Breach of Planning - Approved
4288. A52 ROAD IMPROVEMENTS
Road closure to begin April from Sea Lane to Anderby turning. Concerns were raised about the diversion.
4289. DATES OF MEETINGS – APRIL 2020 – MARCH 2021
Clerk informed P Cllrs. of meetings in 2020/21. Copy displayed in noticeboard.

Clerk’s LCC website training March 2020 – cancelled.
Triton Knoll Presentation at Anderby 24th March 2020 – cancelled.
Chairman & Clerk had met Primary School headmaster, Mr Davy, & was keen to work with PC.
TO RESOLVE TO MOVE INTO CLOSED SESSION TO DISCUSS BUSINESS
It was Proposed, Seconded & RESOLVED that the Parish Council moves into closed session to discuss –
- Interruption of Business – Contingency Plans
- This part of the meeting closed at 7.30 p.m.

4291. FUTURE MEETINGS
Proposed, Seconded & RESOLVED that Parish Council recognises & agrees that no Business or meeting is of any importance above that of public & personal safety, Therefore all public meetings will be cancelled for an initial period of 4 months (or as circumstances dictate)
4292. SUSPENSION OF STANDING ORDERS/FINANCIAL REGULATIONS
Proposed, Seconded & RESOLVED that PC give delegated authority to Clerk to suspend any relevant Standing Orders/Financial Regulations as necessary to ensure the smooth running of PC for a period no longer than 4 months (or circumstances dictate).
4293. ANNUAL COUNCIL MEETING/ANNUAL PARISH MEETING
Proposed, Seconded & RESOLVED that the cancellation of meetings has a direct impact on the Annual Council Meeting, all roles will remain the same until a suitable & safe public meeting can be held.
If the Annual Parish Meeting is cancelled, the PC will hold such meeting at a future date. This decision has been made in order for public safety.
4294. ACCOUNTS FOR PAYMENT
Proposed, Seconded & RESOLVED that the Clerk along with those with delegated responsibility for authorising & signing of payments put measures in place with transparency processes to ensure continuation of business. Clerk also to prepare Audit 2019/20
4295. PLANNING
Proposed, Seconded & RESOLVED that PC deal with planning applications via email/telephone & gives delegated powers to Clerk to collate responses & submit to ELDC (on a majority basis).
4296. GENERAL INFORMATION
Proposed, Seconded & RESOLVED to keep elected members (via email/telephone Calls) & members of public, via website/noticeboard, (where/when relevant or practicable) update on advice from (and as relevant World Health Organisation (WHO), Lincolnshire Association of Local Councils LALC), National Association of Local Councils(NALC),East Lindsey District Council(ELDC) & any other recognised public/national body.
