A MEETING OF HUTTOFT PARISH COUNCIL WAS HELD ON THURSDAY, 10th SEPTEMBER 2020
PRESENT: Cllrs. N Sylvester (Chairman), C Meaker, A Broughton, P Lapczuk, D Price,
R Briggs, R Ward, G Marsh (ELDC), C Matthews (LCC) & 2 public
A Risk Assessment form had been carried out prior to the meeting.
4298. APOLOGIES
Apologies were received from Cllrs. D Price & S Devereauz (ELDC) and accepted
A minutes silence was held for former P Cllr. D Stephenson who had recently passed
away. He had served the community for over 40 years & was very knowledgeable of
the local area.
PUBLIC PARTICIPATION
The Parish Council were informed that traffic lights would be in place at Corner
House, Mumby Road to enable the removal of 3 trees.
DECLARATIONS OF INTEREST
Cllr. Ward declared an interest in Item 9.
4299. APPOINTMENT OF CO-OPTED PARISH COUNCILLOR
Robin Walker was appointed co-opted Parish Councillor. Declarations of Office &
Pecuniary Interests forms were duly signed.
4300. MINUTES
Proposed, Seconded & Resolved that the minutes of 19th March, 2020, having been
circulated and read, were approved and signed by the Chairman.
4301. CLERK’S REPORT
Resurfacing of A52 from Sea Lane to end of Mumby Road had been completed.
Large puddle of water standing at side of the road outside Huttoft Service Station
had been reported to LCC Highways. Clerk to send reminder to LCC.
4302. TO RECEIVE REPORTS FROM OUTSIDE BODIES
Cllr. Marsh reported that the alliance between ELDC and Boston Borough Council
was going ahead, resulting in using same pool of officers and savings made.
Options were being considered to amalgamate local Councils & appoint a mayor.
Cllr. Matthews reported that the speed survey had recorded a mean speed of
41mph in 30 mph. The reduction to 30 mph was still to be finalised.
The Parish Walk which was due to take place last March had recently taken place with Cllr. Matthews and Cllr. R Davis. Parish Council had not been invited.
4303. CORRESPONDENCE
Coronavirus Information – Parish Clerk had forwarded information to P Cllrs. &

displayed in noticeboard.
Local Bus Information – displayed in bus shelter
Dental Information had been displayed in noticeboard
Environment Agency had completed Beach Nourishment
LCC had provided 2 extra Euro Bins at Huttoft Car Terrace until October 2020
LCC reported 6 dead seals on beach between Chapel Six Marshes & Car Terrace
LCC reported 1st September that a contractor had been requested to remove blown
sand from Car Terrace.
Environment Agency had commenced investigative testing works of existing sea
defence structures from Saltfleet to Gibraltar Point. Trial had already begun at
Boygrift.
LCC – Proposed dedication of section of grassed footpath for 97 metres from
corner of Mill Lane to terminate opposite Sea Lane, Huttoft.
4304. FINANCIAL MATTERS
Proposed, Seconded & Resolved that the following accounts be paid –
R Crow – 3rd grass cutting 800.00
Huttoft Village Hall – Room Rent 33.00
Audit 2019/20
(a) Annual Governance Statement was approved and duly signed
(b) Accounting Statement was approved and duly signed
(c) Certificate of Exemption was approved and duly signed
Proposed, Seconded & Resolved that the accounts be approved in accordance with
the Accounts & Audit Regulations 2015.
4305. HUTTOFT CAR TERRACE
Over the past months there had been issues at the Car Terrace with overnight parking of motor homes, litter, defecating in the sand dunes as the public toilets had remained closed & parking on Roman Bank. Parish Council had sent a letter to LCC officers outlining their concerns. Cllr. C. Davie had replied stating that new measures
would be in place by Easter 2021 although non were outlined in the letter.
Cllr. Walker said that the construction traffic had eroded the grass verges along Sea
Lane. Also, with a large influx of tourists, there was no warning signs on entering Sea Lane from the A52 or the coast road informing them that there were no footpaths.
4306. PLANNING
Cllr. Ward left the meeting as he had an interest in the planning application.

Application discussed 11th May – P Cllrs objected
Sept. 2020 Amended to change of use of land to site 2 transportable holiday units
After discussion – 3 in favour, 2 abstained, 1 opposed
Cllr. Ward rejoined the meeting.

4307. REFURBISHMENT OF PARISH NOTICEBOARD & SEATS
After discussing the estimate received, it was Proposed, Seconded & Resolved that
only the noticeboard to be refurbished at this present time.
4308. VILLAGE GRASS CUTTING
Tender for grass cutting up for renewal April 2021. It was agreed that tenders be
sent out to contractors within 10 mile radius.
4309. ANY OTHER MATTERS
Clerk had informed Willoughby Farms Ltd. that the hedge in Alford Road was
leaning into the road & branches on highway.
Clerk had requested street cleaner to remove debris from trees outside the Flats,
Mumby Road as they were covering 3 drains.
Parking of vehicle on footpath in Church Lane is a police matter
Hedge at Larkspur Cottage, Alford Road, Huttoft overhanging highway. Clerk to
send letter.
TO RESOLVE TO MOVE INTO CLOSED SESSION TO DISCUSS BUSINESS
It was Proposed, Seconded & Resolved that the Parish Council moves into closed
Session to discuss – Interruption of Business – Contingency Plans
This part of the meeting closed at 8.30 p.m.
4310. FUTURE MEETINGS
Proposed, Seconded & RESOLVED that Parish Council recognises & agrees that no
Business or meeting is of any importance above that of public & personal safety.
Therefore all public meetings will be cancelled for the period of no longer than
6 months (or circumstances dictate)
4311. SUSPENSION OF STANDING ORDERS/FINANCIAL REGULATIONS
Proposed, Seconded & RESOLVED that PC give delegated authority to Clerk to
suspend any relevant Standing Orders/Financial Regulations as necessary to ensure
the smooth running of PC for a period no longer than 6 months (or circumstances
dictate).
4312. ACCOUNTS FOR PAYMENT
Proposed, Seconded & RESOLVED that the Clerk along with those with delegated
responsibility for authorising & signing of payments put measures in place with
transparency processes to ensure continuation of business.
4313. PLANNING
Proposed, Seconded & RESOLVED that PC deal with planning applications via email/
telephone & gives delegated powers to Clerk to collate responses & submit to
ELDC (on a majority basis).

4314. GENERAL INFORMATION
Proposed, Seconded & RESOLVED to keep elected members (via email/telephone
Calls) & members of public, via website/noticeboard, (where/when relevant or
practicable) update on advice from (and as relevant) World Health Organisation (WHO), Lincolnshire Association of Local Councils (LALC), National Association of local Councils(NALC),East Lindsey District Council(ELDC) & any other recognised public/national body.
4315. ANY OTHER MATTERS (for discussion only)
Precept 2021/20 to be discussed in November.
