A MEETING OF HUTTOFT PARISH COUNCIL WAS HELD ON THURSDAY, 19th NOVEMBER 2020 VIA “ZOOM” DUE TO COVID 19
PRESENT: Cllrs. N Sylvester (Chairman), C Meaker, P Lapczuk, D Price, R Walker,
S Devereux & G Marsh (ELDC) Cllr. Ward left meeting due to technical problems
4316. APOLOGIES
Apologies were received from Cllrs. Briggs & Broughton & accepted
PUBLIC PARTICIPATION
No public forum as no one has requested to join the meeting.
DECLARATIONS OF INTEREST
Cllr. Meaker declared an interest in Agenda – Item 6
Cllr. Ward declared an interest in Agenda – Item 9
4317. MINUTES
Proposed, Seconded & Resolved that the minutes of 10th September, 2020 having
been circulated and read, were approved & signed by the Chairman.
4318. CLERK’S REPORT
Hedges at top of Alford Road and Larkspur Cottage had been cut back.
4319. TO RECEIVE REPORTS FROM OUTSIDE BODIES
Cllr. Marsh said that ELDC were still engaging with agencies regarding Covid 19.
ELDC partnership with Boston Council was making headway & on target to save
£2m.
Cllr. Devereux informed PC that the Alford Hub was continuing to assist residents
who needed supporting during Covid 19.
4320. CORRESPONDENCE
Viking Link update – minutes of online meeting circulated prior to meeting
LCC – new plastic litter bins to replace wooden ones at Huttoft Car Terrace. Euro bins
will be provided during the summer months.
Lincs. Beach Management update – site investigation works had been carried out at
Huttoft by excavating holes along beach side of sea defences & small core samples
taken. The excavation areas will remain open for the duration of the works. The
Navigation Marker at Boygrift to be renewed on next spring tides in November.
Viking Link – Interconnector construction works to commence 16th November until
February 2021 adjacent to Roman Bank Road, Sandilands.
ELDC – Rise in Covid 19 – guidance notices displayed in noticeboard
4321. GRASS CUTTING TENDER 2021-2024
3 Tenders had been received. No decision was made as no quorate. P. Cllrs to hold an Extraordinary meeting in December.

4322. PRECEPT 2021/22
Cllrs. discussed next year’s precept and final decision to be made January 2021.
4323. FINANCIAL MATTERS
Proposed, Seconded & Resolved that the following accounts be paid –
LALC – yearly magazine 4.50
M Sylvester – 2nd ½ year salary 900.00
N Sylvester – chairman’s allowance 100.00
Huttoft Playing Field donation 100.00
TOTAL 1104.50
4324. PLANNING MATTERS
N/089/00574/20 Cranford House, Mumby Rd, Huttoft – FPP granted
N/089/01712/20 Poplar Farm, Sea Lane, Huttoft
Extension & alterations to provide lobby & include raising roof
to provide 2 dormer windows – P Cllrs had no observations
(dealt with between meetings)
N/089/02080/20 The Dormers, Mumby Rd, Huttoft
Extension to provide ground floor shower room, living room &
Bedroom & demolish existing sun room – P Cllrs supported
with observation - extension was in close proximity to
northern boundary
4325. NEW PC WEBSITE
New website will go online 31.12.20. Thanks go to a gentleman who has given his time freely to set up the website on behalf of LCC.
4326. TO ADOPT - a) Code of Conduct b) Financial Orders c) Standing Orders
Proposed, Seconded & Resolved that the above be adopted.
4327. ANY OTHER MATTERS
LCC contacted regarding full litter bins at Huttoft Car Terrace.
Clerk had asked LCC for ‘no footpath’ signs to be erected at either end of Sea Lane
in light of additional people and motorists using this narrow highway in summer.
Cllr. Meaker replied that a pedestrian sign was required on A52 when the new footpath on corner of Mill Lane and Sutton Road was constructed.
Clerk to report potholes in Alford Road and A52 northwards (before Viking Link
Road construction) is sinking into the dyke.
Fly tipping Sea Lane, Huttoft – Cllr Marsh advised residents to report to ELDC.
Parking problems in Church Lane for school – PC to invite Headteacher to future
meeting.
Cllr. Sylvester thanked Cllr. Marsh for the use of his Zoom account to enable the
meeting to take place.
There being no further business the meeting closed at 8.20 p.m.
