A MEETING OF HUTTOFT PARISH COUNCIL WAS HELD ON THURSDAY, 17TH JANUARY, 2019
PRESENT: Cllrs. N Sylvester (Chairman), C Meaker. A Broughton, P Lapczuk, D Price, R Briggs, G Marsh (ELDC) & 3 members of public
4192. APOLOGIES
Apologies were received from Cllrs. D Stephenson, S Devereux (ELDC) & C Matthews (LCC) & accepted.
PUBLIC PARTICIPATION
A member of the public reported pot holes in layby near Village Hall. Clerk to report.
Parents still parking in Church Lane & Alford Rd. Clerk to send letter to school asking to remind parents to use car park facility.

Proposed, Seconded & Resolved that the minutes of 15th November, 2018, having been circulated and read, were approved & signed by the Chairman.
4194. CLERK’S REPORT
LCC – no action to be taken on erecting ‘Give Way’ sign on Jolly Common Lane.
4195. REPORT FROM OUTSIDE BODIES
Cllr. Marsh outlined the challenges faced by ELDC with reduced budgets.
Coastal Country Access to take over public toilets in ELDC.

LCC – Closure A52 between Alford Road & Church Lane for maintenance work 18-22 February
LCC – Closure Alford Rd – maintenance work by Western Power 15th March
Green Cuts Service – grass cutting etc. – details kept on file.
LALC email - Buckingham Palace invitation for past service of Chairman/Mayors.
LCC – invitation to Launch England Coast Path between Skegness & Mablethorpe – Wed. 27th Feb. at North Sea Observatory, Chapel St. Leonards.
Email from resident concerned with litter & land rover on beach. Clerk contacted LCC & has replied to resident.
LCC – confirmation of public path diversion, Jolly Common Lane, Huttoft

4198. FINANCE & ACCOUNTS
Wayleave cheque received for £69.83.
4199. PRECEPT 2019/20
Proposed, Seconded & Resolved that Precept 2019/20 totalled £6360.
4200. TREES OUTSIDE VILLAGE HALL
Proposed, Seconded & Resolved that a quote for £1100 be accepted for work carried out on trees near village hall. All in favour.
4201. ST. MARGARET’S CHURCHYARD
PC had been made aware of uneven surface in open churchyard. After discussion, Clerk to send letter to PCC advising them to ask a contractor for top soil to enable the surface to be levelled.
4202. APPOINTMENT OF HUTTOFT CHARITY TRUSTEE
Parish Councillors approved the appointment of Mrs. Turner as trustee to Huttoft Charities for 4 years.
4203. ANY OTHER MATTERS (for discussion only)
Emergency Plan – merger with Anderby. Future meeting to be arranged with Steve Harris.
Cameras had been placed on BT Pole in Mumby Road. Clerk to contact BT.
Clerk to Report to LCC - Streetlights in Church Lane & Mumby Road still not connected
- Pot holes, Alford Road
- Roman Bank, Anderby to Sandilands, road surfaceon one side of highway has dropped.
