Minutes 13th May 2024 - Annual Parish Meeting

Minutes of the Annual Parish meeting of Huttoft Parish Council held on Monday 13th May 2024 at Huttoft Village Hall commencing at 7:00pm

PRESENT:                    Cllrs. P Lapczuk (Chair), R Walker, R Ganney, C Meaker, N Sylvester & R Ward

IN ATTENDANCE:        M Rudd (Clerk), Cllr G Marsh (ELDC) & 6 members of the public

 

4702.   WELCOME:

The Chair welcomed Councillors and members of the public to the meeting.

4703.   APOLOGIES:

Apologies were received from Cllr S Deveraux (ELDC) and Cllr C Matthews (LCC).

4704.   DECLARATIONS OF INTEREST AND REQUESTS FOR DISPENSATIONS:

None.

4705.   PUBLIC PARTICIPATION:

A resident raised concerns about grass cutting. Cllr Lapczuk reminded the meeting that the grass had not been cut since last October and due to the very bad weather, the grass has been too wet to cut until recently and it will take a few more cuts to get the grass under control.

A resident raised concerns about some trees on Mumby Road.  Recently overhanging branches had been hit by a lorry.  The resident had contacted ELDC to report the matter.

Cllr Meaker raised the issue of the condition of the overgrown vegetation in the old churchyard on Church Lane. The Parish Council is not responsible for the maintenance but will write to the responsible person to ask them to address the issue.

4706.   MINUTES OF THE ANNUAL PARISH MEETINGS OF 18th MAY 2023 TO BE APPROVED:

Proposed, Seconded & RESOLVED that the minutes, having been circulated and read, were approved and signed by the Chair.

4707.   CHAIR REPORT:

Cllr Lapczuk thanked Councillors for their support and highlighted a number of key achievements throughout the year.  Cllr Lapczuk reminded Councillors of the   challenges ahead and the potential impacts of major infrastructure projects on the local community.

4708.   CLERKS REPORT:

The Clerk highlighted the work undertaken by the Parish Council throughout the year including the successful implementation of a number of new initiatives. The Clerk thanked Councillors for their support.

4709.   DOG FOULING:

Cllr Walker highlighted the continued issues of dog fouling in the village and at the Car Terrace.  Cllr Walker had been in contact with ELDC Dog Warden and agreed a number of actions to address the problems.  Proposed, Seconded & RESOLVED that the actions be implemented.

4710.   HUTTOFT PLAYING FIELD REPORT:

Cllr Ganney confirmed that the Playing Field Association will be dissolved and all assets transferred to the Parish Council. A £2000 ELDC Grant had been received to support the planned repairs of the playing field equipment.

4711.   HUTTOFT VILLAGE HALL:

Cllr Meaker confirmed that the Village Hall Committee had applied for National Lottery funding to replace of village hall windows and the Committee continues to look at ways to raise monies to support activities including continuation of the “Warm Spaces” initiative throughout the summer.

4712.   HUTTOFT CAR TERRACE:

Cllr Walker highlighted the continued improvements in the management of the terrace including car parking enforcement, waste disposal and toilet facilities.  Challenges remain to improve the clearance of the sand off the terrace.  Car Terrace activity will continue to be monitored throughout the summer.

4713.   FRIENDS OF ST MARGARETS CHURCH:

Cllr Ganney noted that the funding target to commence repairs to the church had been achieved and hopefully works will begin in the next 4-6 weeks.

4714.   ANY OTHER MATTERS:

Cllr Sylvester noted that the benches and picnic tables still need to be sited and it was agreed to place them in the playing field as part of the planned improvements.

Cllr Meaker confirmed that interim arrangements to maintain the playing field grass would continue until a permanent solution is implemented.
