Minutes of meeting of Huttoft Parish Council held on Monday 11th November 2024 at Huttoft Village Hall commencing at 7:00pm
PRESENT: Cllrs. P Lapczuk (Chair), R Walker, R Ganney, C Meaker, R Ward & N Sylvester
IN ATTENDANCE: M Rudd (Clerk), Cllr S Devereux (ELDC), Cllr C Matthews (LCC) & 10 members of the public.
4779. WELCOME:
The Chair welcomed Councillors and members of the public to the meeting.
4780. APOLOGIES:
Apologies were received from Cllr G Marsh (ELDC).
4781. PUBLIC PARTICIPATION:
A resident advised Councillors that he had spoken with Colin Horton (ELDC Tree Warden) regarding the tree issues beside his property which were subject to a TPO. After discussion, it was agreed that Cllr Meaker (Parish Council Tree Warden) will review the issues with the resident and report back to the next Parish Council meeting.
4782. DECLARATIONS OF INTEREST AND REQUESTS FOR DISPENSATIONS:
Cllrs Ganney & Meaker declared an interest in agenda item 12.
4783. MINUTES OF THE MEETING OF 9th SEPTEMBER 2024 TO BE APPROVED:
Proposed, Seconded & RESOLVED that the minutes, having been circulated and read, were approved and signed by the Chair.
4784. CLERKS REPORT ON OUTSTANDING MATTERS:
A letter had been received from Horncastle Education Trust regarding the provision of a ‘School Safety Zone’ at Huttoft Primary School. The Parish Council are currently awaiting a copy of the school risk assessment.
The Council has received a offer from the Public Liaison Officer on behalf of Environment Agency to attend a Council meeting to provide information on the Beach Nourishment Works being undertaken in May 2025. Councillors agreed to invite to May 2025 meeting.
4785. FINANCIAL MATTERS:
(a) Payments for Approval:

CR Home & Garden Services (Grass cutting Contract - November) - £458.17

Proposed, Seconded and RESOLVED to approve payment.
(b) Finance Reports & Bank Reconciliation – noted by Councillors
(c) LGA Pay Award 2024/25 - Councillors advised that the Clerks pay (SCP9) had increased to £13.69 per hour. Proposed, Seconded and RESOLVED to approve new pay rate and back date to 1 April 2024.
(d) Lloyds Bank – Councillors were advised that Lloyds Bank had changed the T&Cs of the current account to include a maintenance charge of £4.25 per month. Cllr Lapczuk asked the Clerk to look into other bank accounts to check if cheaper banking options are available.
4786. PLANNING MATTERS:
(a) N/089/01392/24 Meadow View, Sea Lane, Huttoft – increase number of caravans and amend occupancy to 12 months: concerns of potential flood risk and changing occupancy to 12 months would create precedent for other caravan sites in the area – APPLICATION REFUSED
(b) N/089/01356/24 Swiss Cottage, Sutton Road, Huttoft – erect single story detached garage: concerns over close proximity to main road and potential to block the view from the driveway of the neighbouring property onto the A52.
(c) PL/0083/24 LCC Huttoft Boatshed, Sea Lane, Huttoft - to replace waste foul cesspool arrangement with new foul waste treatment tank – supported with no comments
(d) N/089/01305/24 Silver Birches, 31 Church Lane, Huttoft – erect single story property: concerns over no acknowledgement of high levels of traffic from school traffic and donkey sanctuary in application, property adjacent a public footpath and angle of proposed driveway access – APPLICATION REFUSED
(e) N/089/01295/24 Woodbine Cottage Farm, Huttoft Road, Sutton on Sea – to site a portacabin. Supported with no comments
4787. TO RECEIVE REPORTS FROM REPRESENATIVE BODIES:
(a) East Lindsey District Council – Cllr Devereux stated that the ELDC Community Ambassadors Award evening was a great success and would become an annual event. All who attended the meeting were delighted that a resident of Huttoft had won one of the awards.
(b) Lincolnshire County Council – Cllr Matthews confirmed that the works between Sandilands and Chapel St Leonards were behind schedule due to the poor condition of the road. Cllr Matthews had also attended a meeting of the ‘No Pylons’ Group in Huttoft.
4788. ROAD TRAFFIC ISSUES:
This item was combined with the Huttoft Terrace Update (see para 4791).
4789. PRIMITIVE BURIAL CEMETERY:
The Clerk advised Councillors that ELDC Pride Team had now completed the “one-off” works on the old cemetery on Church Lane but was concerned that the Trustees of the Cemetery would not continue to maintain the cemetery going forward. Following discussion, the Clerk agreed to contact LALC for advice and also write to the Trustees to remind them of their obligation to keep the cemetery tidy.
4790. HUTTOFT PLAYING FIELD:
No response had been received from the landowner regarding a request to meet to discuss the future of the playing field. The Playing Field Association confirmed they were in the process of closing the charitable trust and Cllr Lapczuk asked that a formal closure date and full list of all assets including current values were available by the next Parish Council meeting.
4791. HUTTOFT CAR TERRACE:
Cllr Walker met with Matthew Davey (LCC) to discuss how the season had been and discuss future improvements. New signage to be erected prohibiting BBQs and firepits, as well as dog fouling signage. Sand on the North Car Park has now been cleared with a scheduled full clear up of sand planned before next Easter holidays in 2025.
National Trust works on a new wetlands is continuing. There has been a noticeable increase in heavy vehicles using local roads. The ramp to the terrace has been cleared of foliage which has improved visibility and safety.
The major roadworks between Sandilands and Chapel St Leonards has significantly increased the number of HGVs using Sea Lane and surrounding roads. Additional safety signage has been erected. A number of complaints have been received from residents in the area. Cllr Walker is continuing to liaise with representatives of LCC as required.
Cllr Matthews (LCC) requested that any concerns continue to be reported either to the appointed Liaison Officer or via FixMyStreet and LCC Officers will continue to monitor on-going concerns from residents.
4792. HUTTOFT VILLAGE HALL:
Cllr Meaker advised that activities at the village hall continue to be well attended. The insurance renewal quote was c£900.
4793. FRIENDS OF ST MARGARETS CHURCH:
Cllr Ganney advised that the works on the church are now completed and on budget. Work on the church tower is now being planned and funding sort. The Christmas Carol Concert is planned for 24 December at 4pm. The church will be lit up during Christmas and Councillors agreed to donated £25 towards the costs.
4794. ANY OTHER MATTERS:
Cllr Sylvester advised that the damaged seat on the corner of Church Lane had been replaced. The handyman has been asked to secure.
Cllr Walker stated no seating was available on a section of the car terrace. It was noted that the Environment Agency discouraged seating as they were often damaged during sand clearing.
Cllr Walker noted that LCC Highways had still not responded to the issues noted in his report from the last meeting. The Clerk will chase for a response.
Cllr Devereux (ELDC) advised that she was holding a ‘Festive Friends’ meeting on Christmas Day and asked that the Clerk promote the event.
Cllr Meaker noted that refurbishment work on the Queen Elizabeth II wooden statue was progressing well and should be re-fixed in position in the new year.
