Minutes of meeting of Huttoft Parish Council held on Monday 10th March 2025 at Huttoft Village Hall commencing at 7:00pm

PRESENT:                    Cllrs. P Lapczuk (Chair), R Walker, R Ganney, C Meaker, R Ward & N Sylvester

IN ATTENDANCE:        M Rudd (Clerk), Cllrs G Marsh & S Devereux (ELDC), Cllr C Matthews (LCC) & 8 members of the public

4816.   WELCOME:

The Chair welcomed Councillors and members of the public to the meeting.

4817.   APOLOGIES:

None.

4818.   PUBLIC PARTICIPATION:

A resident complained about the ongoing issue of potholes and road damage outside their house on Alford Road. The Clerk will log the issue on FixMyStreet and send a copy to Cllr Matthews (LCC).

4819.   DECLARATIONS OF INTEREST AND REQUESTS FOR DISPENSATIONS:

None.

4820.   MINUTES OF THE MEETING OF 13th JANUARY 2025 TO BE APPROVED:

Proposed, Seconded & RESOLVED that the minutes, having been circulated and read, were approved and signed by the Chair.

4821.   CLERKS REPORT ON OUTSTANDING MATTERS:

The Clerk confirmed that Cllr Lapczuk will be attending the next meeting of Outer Dowsing Offshore Wind Project Community Liaison meeting in Hogsthorpe on 24 March 2025.

LCC Highways have confirmed that work will commence on 7th April 2025 on the new footpath on the A52 between School Car Park and Service Station.

4822.   FINANCIAL MATTERS:

(a) Payments for Approval:

Clerks Printing Costs - £10.98 (2 months)

SCIS Ltd Gov.uk email subscription - £3.96

CR Home & Garden Services (Maintenance Contract - January) - £191.33

Clerk Half-Year Salary (Oct 24 – Mar 25) - £1,437.45

LALC Annual Subscription - £192.40

Proposed, Seconded and RESOLVED to approve payment.

4823.   PLANNING MATTERS:

(a) N/089/01882/24 SILVER BIRCHES, 31 CHURCH LANE, HUTTOFT – erect detached single-story property – Parish Council objected to the application due to no material difference to the original planning application that has already been refused

(b) N/089/00166/25 THE MILL, MUMBY ROAD, HUTTOFT – installation of ground mounted solar panels – Parish Council supported the application with no additional comments

4824.   TO DISCUSS ROAD TRAFFIC ISSUES IN AND AROUND HUTTOFT:

Following comments made by the Lincolnshire Road Safety Partnership to concerns raised in a report by Cllr Walker, Cllr Matthews (LCC) confirmed he was happy to support the provision of deer signs on Sea Lane and the extension to the yellow lines on the corner of Mumby Road and Alford Road. Cllr Matthews asked for full details of the request to be sent to him. 

4825.   HUTTOFT PLAYING FIELD:

Cllr Lapczuk confirmed that Huttoft Parish Council now manage the playing field. The Huttoft Playing Field Association has been formally dissolved.  Huttoft Parish Council will be looking to extend the existing lease for the playing field with the landowners.

An application to the Woodland Trust to provide tree saplings to plant around the borders of the playing field have has been successful. Delivery will take place later in the year.

Cllr Lapczuk thanked Cllrs Marsh & Devereux (ELDC) for awarding a ‘Councillors Community Grant’ of £1,900 to Huttoft Parish Council to support repairs to playing equipment. 

4826.   TO RECEIVE REPORTS FROM REPRESENTATIVE BODIES:

(a) East Lindsey District Council – Cllr Marsh noted that the main focus has been on the reorganisation of local government.  This process is very much on-going and will impact the longer-term role of the parish councils.

(b) Lincolnshire County Council – Cllr Matthews stated that Victoria Atkins MP wished to hold a community meeting in Huttoft to discuss the ‘Impact on the      Community of the Proposed Pylons’.  The Parish Council supported the event.  Cllr Matthews will confirm the revised date for the meeting in due course.

4827.   HUTTOFT CAR TERRACE:

Cllr Walker took Councillors through his report. Cllr Walker confirmed that concerns about the build-up of sand on the terrace are being addressed.  Cllr Matthews (LCC) confirmed that damage caused to Sea Lane by construction vehicles from both LCC and National Trust, are being discussed. There have been another number of incidents of safety signs being knocked over and this has been reported to Lincolnshire Police

4828.   HUTTOFT VILLAGE HALL:

Cllr Meaker stated that a new electricity contract had been agreed with Scottish Power.  The Village Hall will be applying for a grant to repair the windows and install solar power. The “Warm Spaces” events continue to be very well supported.

4829.   FRIENDS OF ST MARGARETS CHURCH:

Cllr Ganney advised that a new grant bid had been submitted to Lincoln Diocese for Phase 1 of the repairs to the church tower. Permission had already been received to carry out the repairs. Some work is still required to complete the existing works inside the church.

4830.   ANY OTHER MATTERS:

Cllr Meaker stated that the Village Hall are planning to celebrate VE Day in May with a church service, followed by lunch at the Village Hall.  The Parish Council supported the idea and agreed to donate £150 towards the costs.  St Margarets Church will also be lit up during the VE Day Weekend.

Cllr Lapczuk reminded Councillors that Ossian Offshore Wind Project were holding non-statutory consultation meetings for residents during March.
