Minutes of meeting of Huttoft Parish Council held on Monday 8th July 2024 at Huttoft Village Hall commencing at 7:00pm

PRESENT:                   Cllrs. P Lapczuk (Chair), R Ganney, C Meaker, R Ward & N Sylvester

IN ATTENDANCE:       M Rudd (Clerk), Cllrs S Devereux & G Marsh (ELDC), Cllr C Matthews (LCC) & 4 members of the public

4741.   WELCOME:

The Chair welcomed Councillors and members of the public to the meeting.

4742.   APOLOGIES:

Apologies were received from Cllr R Walker (HPC).

4743.   PUBLIC PARTICIPATION:

A resident raised concerns about the increased noise coming from the Mill on Sutton Road and HGV vehicles parking very early in the morning on Alford Road.  If the issue continues the Clerk will contact to the Mill Owners.

A resident asked how, as a community, we could recognise the work of residents who do work for the community but rarely get recognised.  Cllr Devereux (ELDC) stated that ELDC are currently working on a community award programme and details will be sent to the Clerk shortly.

4744.   DECLARATIONS OF INTEREST AND REQUESTS FOR DISPENSATIONS:

Cllrs R Ganney, C Meaker & N Sylvester declared an interest in agenda item 9.

4745.   MINUTES OF THE MEETING OF 8th APRIL 2024 TO BE APPROVED:

Proposed, Seconded & RESOLVED that the minutes, having been circulated and read, were approved and signed by the Chair.

4746.   CLERKS REPORT ON OUTSTANDING MATTERS:

A resident had written to the Clerk to express concerns about builders parking on the Anglian Water pumping station on the corner of Church Lane.  The Clerk reported the issue to Anglian Water and wrote to the builder, asking them not to park on the pumping station.

The Clerk reported that the ‘Notice of Vacancy’ issued following the resignation of a Councillor had expired with no expressions of interest.  The Clerk advised Councillors that the vacancies can now be filled by ‘co-opting’, subject to any prospective new Councillors meeting the qualification criteria.

(c) Notice of Public Rights and Publication of Annual Governance & Accounting Return 2023/24 – formal notice closes on Friday 12th July.

4748.   PLANNING MATTERS:

N/089/00590/24 Land adjacent 27 Church Lane, Huttoft – Full planning permission granted

4749.   HUTTOFT PLAYING FIELD ASSOCIATION:

Cllr Ganney updated Councillors on next steps in transferring ownership of the Playing Field Association to the Parish Council.

Work to fix part of the playground equipment has now been completed and a quote has been received to complete the remaining equipment.  Councillors to review potential community grants to fund the additional repairs.

The Annual RoSPA Report is due in August.  The Clerk will pass the details to the Secretary of the Playing Field Association to arrange the inspection.

4750.   BRIDGE MAINTENANCE WORKS – B1449 MUMBY ROAD (ALFORD / HUTTOFT ROAD):

Councillors discussed the recent closure of the bridge and the diversion / road closures.  Councillors expressed concerns that the diversions put in place were inadequate, with large volumes of traffic, public transport and HGVs diverted down Alford Road / Huttoft Road, causing significant congestion, damage to the road surface and high risk of potential accidents.  Concern was also expressed that there is currently no vehicle weight limit restriction on Church Lane.

4751.   HUTTOFT CAR TERRACE REPORT:

In the absence of Cllr Walker, the Clerk took Councillors through the highlights of the report.  Parking Enforcement had carried out a very successful early morning inspection of the car parks on the coast, issuing a significant number of parking fines to vehicles that had parked illegally overnight.  Further early morning inspections to be carried out.

The National Trust are monitoring dog fouling on the old golf course.  The toilets at the café have been vandalised and revised opening / closing times have been agreed to reduce vandalism.  Issues with two public footpaths has been reported to LCC. The Clerk will circulate the full report to all Councillors.

4752.   HUTTOFT VILLAGE HALL REPORT:

Cllr Meaker advised Councillors that new funding had been applied for to support the Village Hall.  Dog fouling remains a problem at the back of the Village Hall and Cllr Meaker will look into placing CCTV at the Village Hall.  The Trusthorpe Fun Singers attended the ‘Warm Space” event which was very well attended.

4753.   FRIENDS OF ST MARGARETS CHURCH:

Cllr Ganney reported that the £40,000 funding target to carry out phase 1 repairs had been achieved and work should begin in the next few weeks.  Phase 2 works including the tower have now been quoted for and potential funding is being sort via National Lottery.

Lighting up of the Church for the 80th Anniversary of D-Day had proved very popular with residents.

4754.   TO RECEIVE REPORTS FROM REPRESENATIVE BODIES:

(a) East Lindsey District Council – Cllr Devereux stated that plans to offer household support programmes such as “Warm Spaces” are to continue and work to recognise residents who support local communities is being developed by ELDC.

(b) Lincolnshire County Council – No report

4755.   Cllr Matthews (LCC) arrived at the meeting at 8:03pm

4756.   ANY OTHER MATTERS:

Cllr Meaker asked how the change in Government may impact the various National Grid Infrastructure Projects.  Cllr Lapczuk stated this would be discussed at the next Parish Council meeting.
