Minutes of extraordinary meeting of Huttoft Parish Council held on Monday 8th April 2024 at Huttoft Village Hall commencing at 7:00pm
PRESENT: Cllrs. P Lapczuk (Chair), R Walker, R Ganney, K Golightly, C Meaker & R Ward
IN ATTENDANCE: M Rudd (Clerk) & 2 members of the public
4693. WELCOME:
The Chair welcomed Councillors and members of the public to the meeting.
4694. APOLOGIES:
Apologies were received from Cllr N Sylvester (HPC).
4695. DECLARATIONS OF INTEREST AND REQUESTS FOR DISPENSATIONS:
Cllrs R Ganney & C Meaker declared an interest in agenda item 5.
4696. MINUTES OF THE MEETINGS OF 11th MARCH 2024 TO BE APPROVED:
Proposed, Seconded & RESOLVED that the minutes, having been circulated and read, were approved and signed by the Chair.
4697. HUTTOFT PLAYING FIELD ASSOCIATION REPORT:
Cllr Ganney reported to the Council that over £4000 of repairs are needed to the playing field equipment and the Playing Field Association does not have sufficient funds to complete all the repairs. Councillors discussed a number of options.
Proposed, Seconded and RESOLVED that the Parish Council will fund the shortfall to enable the repairs to be carried out as soon as possible.
Councillors discussed how to secure the long-term future of the community facility including transferring ownership of the playing field and any assets to the Parish Council. This would require amendment of the current lease for the playing field with the landowners.
Proposed, Seconded and RESOLVED that the Parish Council will take over full ownership and management of the Playing Field following completion of the repairs.
The Playing Field Association will provide a full list of all assets to the Parish Council.
4698. COUNCIL-OWNED GARDENING EQUIPMENT & STORAGE OPTIONS:
Following changes to the Council’s grass-cutting contract and Playing Field maintenance, Councillors discussed changes required to the current Council-owned equipment.
Proposed, Seconded and RESOLVED that the Parish Council will take over ownership of the Playing Field Association-owned equipment with immediate effect.
Councillors discussed modernisation of the equipment and providing secure storage facilities. Councillors will look at a number of options to purchase new equipment and sell any obsolete equipment, including approaching other local authorities to check if they have any equipment for sale. Councillors will ensure that any future options for new storage facilities do not impact negatively on residents.
Cllr Meaker will look at an interim solution to maintain the Playing Field whilst new arrangements are put in place.
4699. ANY OTHER MATTERS:
Councillors agreed to light-up St Margarets Church as part of the ‘D-Day 80th Anniversary’ weekend celebrations.
Proposed, Seconded and RESOLVED that the Parish Council will donation £10 to the Parochial Church Council to part-fund the lighting.
Councillors discussed arrangements for the forthcoming Annual Parish and Statutory meetings to be held in May. It was agreed to hold the Annual Parish meeting on the 13th May and the Statutory meeting on the 20th May.
