Minutes of Huttoft Parish Council held on Monday 11th September 2023 at Huttoft Village Hall commencing at 7:00pm

PRESENT:                    Cllrs. P Lapczuk (Chair), N Sylvester, R Walker, K Golightly, C Meaker, R Ward & R Ganney

IN ATTENDANCE:        M Rudd (Clerk), Cllr C Matthews (LCC) & 5 members of the public

4590.   WELCOME:

The Chair welcomed Councillors and members of the public to the meeting

4591.   APOLOGIES:

Apologies were received from Cllr S Devereux (ELDC)

4592.   PUBLIC PARTICIPATION:

A resident complained about the amount of rubbish left by visitors at the Car Terrace following the weekend. This was covered as part of item 10 on the agenda.

A resident raised concerns about on-going issues of poor drainage and potholes on Alford Road, and had complained to LCC. The Clerk confirmed the drain outside the BT Exchange was scheduled for repair by LCC and agreed to look into the continued issues of potholes.

A resident raised concerns about drone flying in the Church Lane area. The resident agreed to provide details to the Clerk to enable this to be reported to the correct authorities.

4594.   MINUTES OF THE MEETINGS OF 17th JULY 2023:

Proposed, Seconded & RESOLVED that the minutes, having been circulated and read, were approved and signed by the Chair

4595.   CLERK’S REPORT OF OUTSTANDING MATTERS:

The manhole cover on Sutton Road near Sea Lane had now been replaced. The manhole cover near Crawcroft Lane is still to be replaced.

The dog bin on Church Lane that had been removed has now been replaced.

4596.   CORRESPONDENCE:

Huttoft Mill – Noise Complaint – Cllr Meaker spoke with the mill owners who confirmed they would remind all suppliers that they must not arrive at the mill before 7am or park along the road waiting for the mill to open. Only vehicles owned by the mill owners would be parked at the mill overnight due to bird flu restrictions.

Ramblers Don’t Lose Your Way had written to the Council to request confirmation of ownership of land near some public rights of way.  Cllr Meaker is preparing a response.

Lincolnshire County Council confirmed the orders for the Diversion of Public Footpath No 13 and Creation of Public Footpath No 1164 Huttoft (Radcliffe Donkey Sanctuary).

Environment Agency had confirmed additional works would be carried out at Huttoft Car Terrace by Van Oord commencing on 11th September 2023 for a period of two weeks. 

4597.   FINANCIAL MATTERS:

Clerks Printing & Postage Costs - £16.23

Hire of Huttoft Village Hall (April – Sept 2023) - £80.00

Steve Mason – Grass Cutting Contract Final Payment - £150.00

Clerk Half-Year Salary - £1,266.30

Chris Meaker – Grass Cutting Expenses - £15.56

Proposed, Seconded and RESOLVED to approve all payments

Quarterly Finance Report & Bank Reconciliation Report – noted by Councillors.

4598.   PLANNING MATTERS:

S/086/01195/23/C – Outer Dowsing Offshore Wind Phase II Consultation – Cllr Lapczuk attended the Community Liaison Group meeting in Alford on 10 August 2023 and updated Councillors following the announcement that Weston Marsh would be the connection point for the project. Cllr Lapczuk reminded Councillors that a sub-station could still be sited at Asserby at some point in the future. Councillors will be updated as and when further information is received.

4599.   HUTTOFT TERRACE REPORT – CLLR WALKER:

Cllr Walker talked Councillors through his report that had already been circulated.

Following the very hot weekend weather, concerns were raised about significant car parking issues; cars parked on double-yellow lines, overnight parking by motorhomes and the amount of rubbish left by visitors.

Following a lengthy discussion, it was acknowledged that the work undertaken by Cllr Walker in monitoring issues at the Car Terrace was invaluable and there is a need   to provide more timely feedback to LCC on issues and highlight immediate car parking problems.  Cllr Matthews (LCC) suggested meeting with Cllr Davie (LCC) and members of the LCC team responsible for the coastal area to discuss how we improve some of the continuing issues. This approach was agreed by Councillors.

4600.   HUTTOFT PLAYING FIELD ASSOCIATION AGM – CLLR MEAKER:

Cllr Meaker confirmed following the AGM, Cllr Ganney had been appointed the new Chair of the Playing Field Association. Cllr Ganney is to carry out a review of the future management of the Playing Field and will report back to an extraordinary meeting of the Parish Council scheduled for Monday 9th October 2023.

4601.   GRASS CUTTING TENDER:

Cllr Lapczuk confirmed that the current contractor ceased on 31 August 2023 and interim arrangements were now in place until the end of October. A number of options were being considered and would be discussed at the October Parish Council meeting.

4602.   REPORTS FROM OUTSIDE BODIES:

Cllr Matthews (LCC) requested that the Parish Council continue to log all issues via ‘Fix My Street’ to enable accurate monitoring of all issues within Huttoft.  Cllr Matthews asked the Clerk to provide any details of calls logged that had not been fixed, so this can be discussed with the relevant officers at LCC.

There was no report from ELDC.

4603.   FRIENDS OF ST MARGARETS CHURCH – CLLR GANNEY:

Cllr Ganney took Councillors through the report that had already been circulated to Councillors. The Lincolnshire Wolds Open Weekend resulted in approximately 50 visitors to the Church.                       

4604.   VILLAGE HALL – CLLR MEAKER:

Cllr Meaker confirmed the AGM was held on 8 September. Two Committee Members had resigned, so they were looking for new members to join the Committee. The “Warm Spaces” initiative is to continue and the Village Hall has   received a grant of £500 for ELDC. At the AGM, it was agreed to increase to hire charges to cover increased costs. The Car Boot Sale had raised £140 which will be donated to Huttoft Playing Field Association.

4605.   COUNCIL DATA PROTECTION POLICY:

Proposed, Seconded & RESOLVED to agree the Data Protection Policy.                   

4606.   ANY OTHER MATTERS:

Cllr Sylvester noted that agreement still needed to be reached on siting one of the new benches. Agreed to be discussed at the November meeting.

Cllr Golightly confirmed that confusion over the exact online location of the Village Hall Defibrillator had now been resolved.

Cllr Meaker confirmed that the resident involved in the recent issue with dog fouling at the Village Hall had been identified and action taken.
