Minutes of Huttoft Parish Council held on Monday 13th November 2023 at Huttoft Village Hall commencing at 7:00pm

PRESENT:                    Cllrs. P Lapczuk (Chair), N Sylvester, R Walker, K Golightly, C Meaker, R Ganney & R Ward

IN ATTENDANCE:        M Rudd (Clerk), Cllr S Devereux (ELDC) & 2 members of the public

4619.   WELCOME:

The Chair welcomed Councillors and members of the public to the meeting

4620.   APOLOGIES:

Apologies were received from Cllr G Marsh (ELDC) and Cllr C Matthews (LCC)

4621.   PUBLIC PARTICIPATION:

A representative of the Huttoft Village Hall confirmed the annual Christmas Carol Concert would take place on 13th December and asked for donations to fund the evening.  Proposed, Seconded and RESOLVED to donate £50.00 to the Huttoft Village Hall Committee.

A resident raised concerns about the on-going pothole issues on Alford Road.  The Clerk agreed to log the issue on FixMyStreet.

4622.   DECLARATIONS OF INTEREST AND REQUESTS FOR DISPENSATIONS:

Cllrs R Ganney, N Sylvester & C Meaker declared an interest in item 6 ‘Huttoft Playing Field Review’

4623.   MINUTES OF THE MEETINGS OF 9th OCTOBER 2023:

Proposed, Seconded & RESOLVED that the minutes, having been circulated and read, were approved and signed by the Chair

4624.   CLERKS REPORT ON OUTSTANDING MATTERS:

The Clerk confirmed the Grass-cutting Tenders for both Huttoft Parish Council and Huttoft Playing Field Association has been issued.  Closing date is Wednesday 20th December 2023.         

4625.   FINANCIAL MATTERS:

Clerks Printing Costs - £8.98

SCIS Ltd - Gov.uk email account - £330.13

Chairs Allowance - £150.00

Cllr Lapczuk – Grass Cutting Expenses - £15.30

Proposed, Seconded and RESOLVED to approve all payments

Quarterly Finance Report & Bank Reconciliation Report – noted by Councillors.

4626.   PLANNING MATTERS:

None

4627.   HUTTOFT PLAYING FIELD REVIEW – CLLR GANNEY:

Cllr Ganney talked Councillors through the latest RoSPA Report. There are no high-risk issues but estimated costs to make all noted repairs is approximately £4000. Funding the repairs to the fence between the Public House and Playing Area have been agreed.

Cllr Ganney proposed that transfer of the responsibility for maintenance of the Playing Field should be delayed for approximately 12 months to allow time for the existing repairs to be completed.  Councillors agreed.

4628.   OUTER DOWSING OFFSHORE WIND AUTUMN CONSULTATION:

Cllr Lapczuk attended the latest Community Liaison meeting.  The discussions focussed on the continued concerns over potential traffic disruption and previous poor traffic management.  Concerns will be raised with ELDC as part of the latest consultation.

4629.   COUNCIL EMERGENCY PLANNING REVIEW:

Cllr Walker confirmed that the review of the existing plan is on-going. The plan does need to be updated.  Councillors agreed to meet informally in December is review the plan in more detail.

4630.   TO RECEIVED REPORTS FROM OUTSIDE BODIES:

Cllr Devereux (ELDC) stated that funding may be available to support the Huttoft Playing Field repairs and support the Huttoft Village Hall “Warm Spaces” initiative into 2024.  Clerk agreed to write to Cllr Devereux with details of the Playing Field requirements.

4631.   FRIENDS OF ST MARGARETS CHURCH:

Cllr Ganney updated the Council that Grants totalling £16,000 had been received so far to support the repairs to the church.  A Bat Survey had now been completed and the final report is due shortly.  A Christmas Church Service will be held on 24 December at 4.30pm.

4632.   ANY OTHER MATTERS:

Cllr Walker raised concerns about toilets been closed at the Car Terrace when the café is closed and the general poor condition of the Huttoft Bank road.
