Minutes of Huttoft Parish Council held on Monday 17th July 2023 at Huttoft Village Hall commencing at 7:00pm

IN ATTENDANCE:        M Rudd (Clerk), Cllr G Marsh (ELDC), Cllr C Matthews (LCC) & 7 members of the public

 

4573.   WELCOME:

The Chair welcomed Councillors and members of the public to the meeting

4574.   APOLOGIES:

Apologies were received from Cllr S Devereux (ELDC)

4575.   PUBLIC PARTICIPATION:

A resident raised concerns regarding the increased number of speeding vehicles in the village. The Clerk agreed to contact Police to request mobile speed camera in village.

A resident raised concerns regarding inconsiderate parking by parents around the school and at the corner of A52 and Alford Road during the morning and afternoon.  The Clerk asked that photos of vehicles inconsiderately parked should be sent to the School Head or via Clerk. A previous review by LCC Highways decided not to extend the yellow lines.

A resident stated that he had received complaints from a neighbour via social media regarding bonfires. The Clerk confirmed no complaints had been received by the Council. ELDC would be responsible for investigating any persistent nuisance caused by bonfires.

A resident stated the drain on Alford Road opposite telephone exchange was blocked and flooded the road.  Clerk to report to LCC and agreed to raised awareness of “FixMyStreet” website and App on village FaceBook page.

A resident asked if warning signs could be placed at the Car Terrace to warn motorists of pedestrians.  Cllr Walker said it was covered in his report.

A Committee Member of Huttoft Village Hall stated they had not been paid by ELDC for use of the hall during elections.  Cllr Marsh (ELDC) agreed to chase ELDC.

A resident was concerned about the increased amount of dog mess around the village. The Clerk agreed to contact ELDC Dog Warden to see what could be done.

4577.   MINUTES OF THE MEETINGS OF 16th MARCH 2023:

4578.   CLERK’S REPORT OF OUTSTANDING MATTERS:

Tree works that are subject of a Section 106 enforcement order on St Margarets Close has still not been completed.  This issue remains with ELDC Legal team.  Cllr G Marsh (ELDC) has written to legal to try to resolve this long running issue.

4579.   CORRESPONDENCE:

Notice of Traffic Restriction A52 & Alford Road 25-27 July. National Grid have written to impacted residents.

Letter from resident of Anderby – asked if the Parish Council had given LCC / Van Oord permission to use Moggs Head as a workshop area. The Clerk confirmed the Parish Council has not nor had it been discussed with LCC.

Huttoft Primary School – trees from the churchyard were touching the telephone wires leading into the school.  Cllr Meaker confirmed the branches would be cutback during the school summer holidays.

Huttoft Public Footpath No 15 – LCC confirmed work would be carried out to trim back footpath by 26 August following a complaint from some walkers.  Cllr Meaker stated that a local resident had trimmed back some of the footpath already.

A resident of Sea Lane had received a letter from ELDC regarding the planning application for a Wetland Reserve at Sandilands Golf Course submitted by National Trust.  See Planning Matters under paragraph 4581.

4580.   FINANCIAL MATTERS:

Clerks Printing & Postage Costs - £11.23

ELDC – Parish Election Fees - £48.50

‘LIVES’ – Defibrillator Signs & Kit - £29.41

Proposed, Seconded and RESOLVED to approve all payments

Quarterly Finance Report & Bank Reconciliation Report – noted by Councillors.

External Auditors had approved the Parish Councils Exempt Status for audit purposes.

Notice of Public Rights & Publication of AGAR for the period 2 June – 14 July 2023:  No requests made to review accounts.

Vat Reclaim – Clerk confirmed that a VAT reclaim for the FY 21/22 & 22/23 had been submitted to HMRC.

4581.   PLANNING MATTERS:

N/089/00328/23 - Gwenda, Sea Lane – Full Planning Approved

N/089/01002/23 – Land Adjacent Cherry Tree Court, Mumby Road – Outline Planning Permission Grant with Conditions

S/086/01195/23/IC – Outer Dowsing Offshore Wind Phase 2 Consultation – Cllr Lapczuk talked Councillors through last week’s meeting with representatives of Bilsby & Farlesthorpe, Mumby and Anderby Parish Councils, who shared concerns over the current proposals.  Councillors discussed the proposals and concerns were expressed that these proposals form part of wider plans by National Grid that would significantly increase the size and scope of the proposed substation in Asserby in future years.  The scoping documents did not make any reference to the impact on residents of Huttoft or the surrounding villages despite the fact the villages are less than two miles from the proposed substation.  There were some discrepancies noted in the documents regarding building heights that may be misleading.  There was  significant concern that the road infrastructure could not cope with the heavy construction vehicles, the inevitable traffic disruption and inconvenience to residents and the long-term noise caused by the substation.  Cllr Matthews (LCC) confirmed that Lincolnshire County Council opposed the current plans.

Proposed, Seconded & RESOLVED that, as part of the consultation, the Parish Council will formally ‘oppose’ the current proposals and share concerns with Victoria Atkins MP.

N/110/01144/23 – Wetlands Nature Reserve, Sandilands Golf Course – a resident of Sea Lane, Huttoft had shared a letter with the Council regarding the planning application that had not been sent to the Parish Council, despite the fact the proposals included land within Huttoft Parish boundary. Councillors were concerned about the impacts of the proposals and agreed they should have been consulted. The Clerk will write to East Lindsey District Council to request a delay to closure of the consultation to enable Councillors to formally comment on the application.

4582.   CHANGE OF PARISH COUNCIL MEETING DATE:

Proposed, Seconded and RESOLVED to change the date on which the Parish Council meets from the third Thursday of every other month to the second Monday of every other month.

4583.   HUTTOFT TERRACE REPORT – CLLR WALKER:

Cllr Walker thanked all those who helped to support in installation of a defibrillator at the Car Terrace. Additional funding had also been received from Lincolnshire County Council.

Concerns were expressed about the continued overnight parking problems and would like more night time visits by APCOA.  Cllr Walker talked Councillors through a number of issues and confirmed that ‘Saving Lives’ Road Safety Partnership would carry out a traffic survey along Sea Lane during the August Bank Holiday weekend.  This would support a wider application to be made to LCC for improved roads and signage in and around Sea Lane and Hutttoft Bank area.              

4584.   VILLAGE HALL – CLLR MEAKER:

Cllr Meaker confirmed that “warm spaces” events at the Village Hall would continue throughout the summer and were well supported by residents.

4585.   REPORTS FROM OUTSIDE BODIES:

Cllr Matthews (LCC) had visited Huttoft with a representative from LCC Highways to review a number of outstanding issues.  Cllr Matthews confirmed that a solution to the drainage issues outside a property on Sutton Road had been identified, the potholes along Alford Road had now been repaired and the proposed footpath on the A52 between the School and Service Station could be completed this year.

Cllr Matthews acknowledged the continuing issues around the Car Terrace but suggested the work undertaken by LCC and the Parish Council had significantly improved the situation over the last year or so.  Cllr Matthews suggested that the Parish Council should invite Cllr Davie (LCC) to the next Parish Council to discuss on-going issues.

There was no report from ELDC.

4586.   COUNCIL COMPLAINTS PROCEDURE:

Proposed, Seconded & RESOLVED to agree the complaints procedure.                   

4587.   ANY OTHER MATTERS:

Cllr Ganney updated the Council on the work of the ‘Friends of St Margarets Church’. Tenders were being sort for repairs to the roof and obtain funding for urgent repairs to the church.  Two Church Wardens had now been appointed. It was agreed that ‘St Margarets Church’ will be a standing item at future Parish Council meetings.
