Minutes 12th February 2024

Minutes of Huttoft Parish Council held on Monday 12th February 2024 at Huttoft Village Hall commencing at 7:00pm

PRESENT:                    Cllrs. P Lapczuk (Chair), N Sylvester, R Walker, K Golightly, C Meaker, R Ganney & R Ward

IN ATTENDANCE:        M Rudd (Clerk), Cllr C Matthews (LCC) & 9 members of the public

4658.   WELCOME:

The Chair welcomed Councillors and members of the public to the meeting.  The Chair advised attendees that the Council will move into ‘closed’ session after item 12 on the agenda to discuss a confidential commercial matter.

4659.   APOLOGIES:

Apologies were received from Cllrs G Marsh and S Devereux (ELDC).

4660.   PUBLIC PARTICIPATION:

A resident presented a paper to Councillors regarding a number of concerns that had been raised around recently erected bollards, poor road use and potential developments that may not have had proper planning approval on Chapel Lane.  Following a discussion, Cllr Matthews (LCC) confirmed he had spoken with Lincolnshire County Council Highways regarding the concerns and they were currently looking into the matters raised.

4661.   DECLARATIONS OF INTEREST AND REQUESTS FOR DISPENSATIONS:

None.

4662.   MINUTES OF THE MEETINGS OF 15th JANUARY 2024 TO BE APPROVED:

Proposed, Seconded & RESOLVED that the minutes, having been circulated and read, were approved and signed by the Chair.

4663.   CLERKS REPORT ON OUTSTANDING MATTERS:

The Clerk confirmed that a notification of road closure had been received from LCC Highways for Sea Lane, Roman Bank, Huttoft Bank and Huttoft Car Terrace between 4-22 March.

4664.   FINANCIAL MATTERS:

Payments for Approval:

LALC Annual Subscriptions - £241.62

Proposed, Seconded and RESOLVED to approve payment.

4665.   PLANNING MATTERS:

None.

4666.   NATIONAL GRID: GREAT GRID UPGRADE:

Councillors and residents discussed National Grids proposals both for the substation and pylons.  All were opposed to the proposals that would have a serious negative impact on areas of outstanding natural beauty, light and noise pollution, and the impacts of a large construction programme on the local environment and infrastructure. The Chair urged residents to write the National Grid to oppose the proposals. Cllr Matthews (LCC) confirmed Lincolnshire County Council were also opposed to the current proposals.

4667.   CLAIMED PUBLIC RIGHTS OF WAY FOOTPATHS:

The Clerk confirmed that a Senior Officer from Lincolnshire County Council had agreed to meet with impacted residents to help understanding of how LCC manage claims, role of residents and timescales.  The meeting will take place on Monday 19th February at Village Hall commencing at 7pm.

4668.   COUNCIL RESILIANCE PLAN:

Cllr Walker talked Councillors through the updates required to the current plan.  The Clerk agreed to update the plan and circulate the Councillors for comment.

4669.   TO RESOLVE WHETHER THE COUNCIL WILL MOVE INTO CLOSED SESSION TO CONSIDER THE FOLLOWING CONFIDENTIAL MATTERS IN ACCORDANCE WITH PUBLIC   BODIES (Administration to Meetings) ACT 1960:

Proposed, Seconded and RESOLVED to move into a closed session.

All members of the public left the meeting at 7.50pm.

4670.   APPOINTMENT OF A HANDYMAN:

Councillors reviewed the applications and agreed interviews would take place on Saturday 24th February.  Cllrs Ward, Ganney and Golightly would be on the interview panel with Cllr Meaker acting as technical support.

4671.   ANY OTHER MATTERS:

Cllr Ganney confirmed a further £2,500 grant had been received towards St Margarets Church repairs, bringing the total received to date to £18,650.

Cllr Meaker noted that the representative of the Police & Crime Commissioner was unable to attend the recent “Warm Spaces” event due to illness, but would be attending the next event on 2nd March.
