A MEETING OF HUTTOFT PARISH COUNCIL WAS HELD ON THURSDAY, 7 MARCH 2021 VIA ‘ZOOM’ DUE TO COVID 19

4341. MINUTES
Proposed, Seconded & Resolved that the minutes of 7 January 2021, having been circulated and read, were approved and signed by the Chairman.
4342. CLERK’S REPORT

4343. TO RECEIVE REPORTS FROM OUTSIDE BODIES
Cllr. Marsh reported that ELDC were preparing to come out of Covid 19 lockdown & for people to visit the area.
Towns Fund of £50m for Mablethorpe/Skegness rejuvenation.
Levelling Up Fund of £20m for market towns & villages to regenerate businesses
Bottle banks are coming to their end of life & to date no decision on replacements.
Cllr. Matthews in Purdah due to LCC elections in May 2021
4344. CORRESPONDENCE
Lincs. Police – Alford newsletter received
ELDC – Notices of Elections for Police & Crime Commissioner for Lincs. Police & Lincs. County Council
LCC – From 8 March, Household Waste Recycling Centres open to accept all waste on all days. Click & Tip booking system to remain. Permit scheme required for vans and large trailers.
Resident had contacted authorities concerned with road signs left on grass verges on the bank road – dealt with prior to meeting
Email from resident requesting a litter/dog bin on Sutton Rd due to increase in litter.
Clerk to contact ELDC.
4345. FINANCIAL MATTERS
Proposed, Seconded & Resolved that the following account be paid & accept End of Year Accounts
M Sylvester – yearly printing 33.88
End of year accounts presented - balance - £10,753.36 includes reserves of £5042.36
4346. PLANNING MATTERS
N/089/00266/21 – Chatsworth, Alford Rd, Huttoft – Extension & alterations to existing dwelling to provide a garden room. Cllrs. SUPPORTED
N/089/00245/21 – Mill Lane, Huttoft – Change of use, conversion of & alterations to equine to domestic occupation. Inadequate access as single tracked road.
Development outside the envelope of the village. Within Huttoft there are approx. 15 stables and if approved would set a precedent for these to be approved for conversion for human habitation.
4347. ELDC – LOCAL PLAN FOR CONSULTATION
Cllrs. discussed the Local Plan and preferred Options. Clerk to forward to ELDC.
4348. HUTTOFT CAR TERRACE – UPDATE
Sand clearance on the Terrace to commence end of March 2021.
Environment Agency to commence Beach Nourishment April 2021.
In February fly tipping had occurred & promptly removed.
The proposed café should be completed & open in June.
Cllr. Matthews informed PC that Cllr. Davie would contact them regarding proposals for Coastal Access Sites and Parking.
4349. FUTURE MEETINGS
It was agreed that our number of yearly meetings would remain the same. Our first face-to-face meeting since Covid on Thursday, 20 May 2021 will be the Annual Parish Meeting at 6.30 pm followed at 7.00 pm by the Annual Statutory Council Meeting. This date is dependent on Government guidelines.
4350. ELDC COUNCILLORS’ COMMUNITY GRANTS
Cllrs. were delighted to receive from Cllrs. Marsh & Devereux £1000 Community Grant to refurbish street furniture.
It was agreed that Cllr. Sylvester remove the broken seat in Meakers Way.
4351. ANY OTHER MATTERS (discussion only)
Fly Tipping in Jolly Common reported to ELDC
Mill Lane, Huttoft – Carriageway had been raised to the level of A52 & new drainage system installed to prevent standing water.
Continued problems with school parking – Clerk to invite Headteacher to Annual Parish Meeting.
Proposed footpath on Mumby Road – Clerk to contact LCC for update
