A MEETING OF HUTTOFT PARISH COUNCIL WAS HELD ON THURSDAY 20TH JANUARY 2022

PRESENT:         Cllrs. N Sylvester (Chairman), P Lapczuk, A Broughton, R Briggs, D Price,

                        R Walker, G Marsh (ELDC), C Matthews (LCC) & 3 public

4415.   APOLOGIES

            Apologies were received from Cllrs Meaker, Ward & S Devereux

            A member of the public was concerned at the build up of sand from Huttoft Car Terrace to Boygrift

4416.   MINUTES

            Proposed, Seconded & Resolved that the minutes of 18th November 2021, having been circulated and read, were approved and signed by the Chairman.

4417.   HUTTOFT CAR TERRACE

The Chairman welcomed Chris Miller, LCC Officer, who gave an update on Huttoft Car Terrace. He informed PC that Enforcement law would replace the Byelaws and parkingcharges would be made each year from Good Friday to end of October. Overnight all year round ban on Parking of vehicles from 10pm – 6 am would be in place.

            Payment for parking was by telephone only. The contract had been granted to Enforcement company APCOA who would be

            visiting all coastal car parks on a regular basis through the summer and LCC would

            look into the company visiting on public holidays and weekends not in the season.

            The sand removal from the car terrace would be carried out before Easter.

            PC were advised that ELDC were responsible for the sand from Sutton to Boygrift and

            LCC from Boygrift to Huttoft Car Terrace and it was hoped that they would work

            together to resolve the problem.

            Concerns were raised on the width of the pullover as it had got narrower over the

            last few years and PC asked if this could be cut back.

            Café to be open towards end of February.

            It was agreed that concerns/issues would be discussed at the end of the season.

            The Chairman thanked Mr Miller for his presentation.        

4418.   Clerk’s Report

            After investigation, the trees on the southern boundary of building plot next to

            Leeward, Alford Road had been removed years before development commenced.

            The potholes on Alford Road had been repaired after 13 months of first reporting  them.

4419.   REPORTS FROM OUTSIDE BODIES

            PC were informed that Aby PC had been reinstated

            Cllr. Marsh informed PC that ELDC had launched their budget consultation.

            Green bin scheme 22/23 – increased to £50 which would be held for 3 years 

            ELDC public toilets – maintained by contract cleaners. Increased to 40p

            ELDC had received grant money for warm homes. Applications can be made from 

            March 2022.

            Secretary of State had refused ELDC to extend the season for caravan sites as it was

            too dangerous to stay in the winter months.

            Cllr. Matthews informed PC of proposed 3% increase of LCC budget 22/23.

            Trees on St Margaret’s Close – Cllr. Matthews still investigating who owns the

            grassed area.

            LCC is to look into the non-connected drain in Sutton Road.

4420.   CORRESPONDENCE

            AWA – posters advising that the vulnerable people could sign up to the Priority

            Services Register

            Lincs. Road Safety Partnership – to carry out traffic survey at north end of village

            LCC- Town & Parish News – Parish Clerks & Councillors invited to join the panel to

            to identify priorities & shape future developments in the County           

             Cllr. Marsh gave his apologies & left the meeting

4421.   FINANCIAL MATTERS

            Payment received from Western Power for Wayleave of £67.35.

            Price increase for Printer Ink from £3.99 + VAT to £4.49 + VAT w.e.f. February 2022

4422.   PRECEPT 22/23          

            Proposed, Seconded & Resolved that the Precept 22/23 would be set at £6940.

4423.   PLANNING MATTERS

            None

4424.   FOOTPATH A52

            LCC had advised PC that a paper was being prepared to apply for capital funding for

            the scheme.

4425.   ANY OTHER MATTERS (discussion only)

            Double yellow lines were now on Mumby Road & junctions of Alford Road & Church

            Lane to enable traffic to flow freely during school hours. Parking would also be

            monitored.

            PC to report to LCC Highways that the A52 road near Viking entrances had continued to sink.

            There being no further business the meeting closed at 8.15 p.m.
