A MEETING OF HUTTOFT PARISH COUNCIL WAS HELD ON THURSDAY 16TH SEPTEMBER 2021

PRESENT:         Cllrs. R Briggs (Vice-Chairman), C Meaker, A Broughton, R Ward, R Walker,

4384.   APOLOGIES

            Apologies were received from Cllrs. N Sylvester, P Lapczuk, D Price, S Devereaux &

            G Marsh (ELDC) & accepted

4385.   MINUTES

            Proposed, Seconded & Resolved that the minutes of 15th July, 2021, having been

            circulated and read, were approved & signed by the Chairman

4386.   CLERK’S REPORT

Overhanging trees in Alford Road- information had been passed to ELDC.

Lincs. Police had replied regarding vehicles speeding through village, stating that

Huttoft was one of the team’s locations for speed related engagement & enforcement as/when operational commitments permit and in conjunction with

LRSP speed survey’s which is conducted to support police approach.

4387.   REPORTS FROM OUTSIDE BODIES

            Cllr. Matthews had received an email from LCC Highways. They had reviewed the

            existing 40mph speed limits through Huttoft. It was confirmed that in accordance

            with their speed limit policy, a reduction to a 30mph limit to the south side of

            village was deemed a borderline case. The report will be submitted to the Planning

            & Regulation Committee to request approval of the speed limit order. The criteria

            for reduction to the north of the village was not met & not taken forward for

            approval. The matter would be put before the Committee in the next few months.

4388.   PARKING OF SCHOOL VEHICLES

            PC had invited Mr Davey, Headteacher to the meeting but he had prior engagement.

            It was agreed to monitor the parking of vehicles in the village after yellow lines are

            introduced on the A52 and liaise with school if necessary.

4389.   CORRESPONDENCE

            Free Digital Fundraising Workshop with National Charity for colleagues/friends who

            work within charity sector.

            Lincs. Care Services – free guide to be published for care & support in Lincolnshire.  

            PC had requested copies for distribution.

            LALC – hardcopies of quarterly news had increased in price. Subscription cancelled

            due to copies also online.

            LALC Conference & AGM on 6th October. Anyone wishing to attend please ask Clerk.

            LCC – Invitation to Skegness & Mablethorpe Transport Strategy Stakeholder

            Workshop to shape future of travel & transport. Posters displayed.           

4390.   FINANCIAL MATTERS

4391.   PLANNING MATTERS

            N/089/00973/21         Black House Farm, Huttoft Bank        FPP granted

            N/089/01277/21         Land Adj Leeward, Alford Road          FPP granted

            N/089/01673/21         Woodbine Cottage, Huttoft Rd Sutton on Sea

            Erection of detached house, Change of use of land for goat walking experience/farm       visit business & erection of associated amenity block

            Observations – Impact on character of area, in open countryside, with proposed

            dwelling being a substantial size dominating the plot. Concerns of change of use

            from Railway Meadows which was non-commercial to Woodbine Cottage applying          for commercial use on the same plot.

            N/089/02089/21         Meadow View, Sea Lane, Huttoft

            Amendment to previous application to caravan park to provide 29 caravans &

            existing area to be used as a maintenance area.

            Observations – Due to increased number of caravans on site, the electricity supply           on Sea Lane has been known to be inadequate with periods of total failure, this

            requires upgrading to meet demand for extra units. Water pressure is varied & the

            extra volume of water for the site would result in residents having reduced

            pressure. As no mains sewerage in Sea Lane, this site would require large

            environmental approved bio unit.

4392.   HUTTOFT CAR TERRACE

Correspondence from LCC that the Portaloos would be removed from the Car Terrace beginning of September. After PC asked for them to remain until opening

of Café,  LCC agreed.

P Cllrs were disappointed to learn, on social media, the outcome of a meeting of LCC to discuss parking charges along the coast.  Clerk to send letter to Cllr. C Davie, asking that the Parish Council are kept informed.

4393.   FOOTPATH A52

            Correspondence from LCC advising Town/Parish Councils that there is a scheme

            called ‘Volunteering Days’ in which they offer labour free but PC’s have to pay for

materials & machinery.  Huttoft PC haven’t the funds to pay for this essential work in the village.  PC will keep pressing LCC for a footpath on this very busy ‘A’ road.

4394.   LCC WEBSITE

            Deferred to next meeting.

4395.   STREET FURNITURE

            P Cllrs agreed to the extra work being carried out on the parish noticeboard.

            Decided to get quotes for seat near church at a later date. 

4396.   SPEED SIGNS

            Information received on speed signs.  Deferred to next meeting as PC need to discuss

            if to apply for funding from Grantscape for Viking Link.

4397.   PROPOSED NUCLEAR STORAGE, THEDDLETHORPE

            PC discussed this matter and agreed that more information required before

            making any comments.

4398.   ANY OTHER MATTERS (discussion only)

            National Trust had had a meeting with Sutton on Sea residents regarding proposed

            development of Sandilands Golf Course. Clerk to ask for details.
