A MEETING OF HUTTOFT PARISH COUNCIL WAS HELD ON THURSDAY, 17TH MARCH 2022
PRESENT: Cllrs. N Sylvester (Chairman), P Lapczuk, C Meaker, A Broughton, D Price,
R Briggs, R Ward, R Walker, S Devereux (ELDC) & 9 public
4426. APOLOGIES
Apologies were received from Cllr. G Marsh (ELDC) & Cllr. C Matthews (LCC)
PUBLIC PARTICIPATION
A resident asked PC if the Village Sign could be cleaned for Queen’s Platinum Jubilee.
A small group known as ‘Friends of St. Margaret’s Church’ had been formed. They
had discussed an action plan with Rev. Liley & contacted Heritage Officer, ELDC &
Heritage Lottery Fund to see if funding available to sustain the fabric of the church as
It had deteriorated. Drains had been cleaned and it was hoped that residents would
volunteer to clean inside church. It was hoped that the church could open in the
future for special events. To be put on next Agenda.

Proposed, Seconded & Resolved that the minutes of 20th January 2022 having been
circulated and read, were approved and signed by the Chairman
4428. CLERK’S REPORT

4429. REPORTS FROM OUTSIDE BODIES
South & E. Lincolnshire Partnerships are encouraging households to sign up to pay
Council Tax by direct debit to reduce delays in receiving £150 Govt. support towards
energy costs.
Community Lottery Scheme for extra funding for local authorities – further details to
follow.
Ukrainian families – registration to home them had now gone live.
Wolds Outdoor Festival to be held at several locations from 30th April – 5th June 2022 - further details to be sent
4430. CORRESPONDENCE
Lincoln City Foundation – holding Fighting Fit Cancer care sessions at Station Sports
Centre, Mablethorpe on Thursdays, 2-3.30 commencing 7th April – 07305108167
Environment Agency – Beach Nourishment commences June 2022 with maintenance
work to & around the splash deck.
Lincs. CCG – Survey until 2nd April regarding wheelchair & equipment services
LCC – from April 2022 Lincs. Funding Portal is changing to a funding information
service based in Lincolnshire. Further information when website goes live.
LCC – temporary traffic restriction April – September 2022 – Sea Lane to Roman Bank
for surface dressing

Courses around mental wellbeing.
4431. FINANCIAL MATTERS
Proposed, Seconded & Resolved that the following account be paid.
Yearly photocopying £24.43
Balance End of Year - £10718.07 – includes reserves of £5042.36
4432. HUTTOFT CAR TERRACE
Parking charges to be payable by phone only
Sand to be cleared before Easter 2022.
A bin to be sited on picnic area near café.
Parish Councillor asked if Eurobins were to be sited on Car Terrace.
The Parish Council still thought there were H & S issues with the ramp from the café
going directly onto the approach road to the Terrace.
Councillors would also like to see the parking monies ring fenced so that some would
be put back into the community
P Cllrs. had been invited to official opening of Boathouse Café on Wednesday 23rd
March 2022
Environment Agency – were resurfacing splash back with tarmac. Although barriers
had been erected several walkers were ignoring them. Clerk to contact EA.
4433. PLANNING MATTERS
N/089/01673/21 Woodbine Cottage, Sutton Rd, Huttoft FPP granted
4434. FOOTPATH A52
No further update on footpath on A52 between school car park and garage. A
resident had written to PC to request a footpath from end of footpath on Sutton Rd
to Mill Lane. Clerk to forward correspondence to LCC Highways.
4435. ALLOTMENT LAND
Proposed, Seconded & Resolved that the lease for the field on Sutton Road would be
Yearly and fence to be erected by tenant.
4436. GRANTSCAPE GRANT
PC had applied for a grant towards interactive solar speed signs. Grantscape to
Inform successful applicants mid-May.
4437. TRAFFIC SURVEY
Road Speed Survey was carried out end of January 2022 for 7 days. Results
confirmed the average speed on Sutton Road was 37 mph in 40 mph area. Therefore 40 mph will remain.

4438. TREES, ST MARGARET’S CLOSE
A resident had contacted Cllr. Matthews regarding trees in St. Margaret’s Close.
Although PC and residents had met with Colin Horton ELDC in 2019 to discuss
removal/pollarding of trees. To date, the developer had not carried out the work
and until this is completed the land cannot be adopted by ELDC.
4439. BUS SHELTER, SUTTON ROAD
During severe windy weather the ridge tiles had become loose on bus shelter roof.
It was agreed to ask builder for advice.
4440. ANY OTHER MATTERS (discussion only)
Vehicles were parking on double yellow lines & as far as the bus shelter on east side
of A52 Mumby Road. Also on west side of Mumby Road vehicles were parking after
the yellow lines ended, causing severe obstruction. To be monitored.
