A MEETING OF HUTTOFT PARISH COUNCIL WAS HELD ON THURSDAY, 18TH NOVEMBER 2021

PRESENT:         Cllrs. N Sylvester (Chairman), P Lapczuk, A Broughton, R Briggs, R Ward,

                        R Walker, S Devereux & G Marsh (ELDC), C Matthews (LCC) and 3 public

 

4399.   APOLOGIES

            Apologies were received from Cllrs. Meaker & Price.

            PUBLIC PARTICIPATION         

            A resident informed PC that vehicles were blocking the public footpath to playing

            Field. This had previously been discussed at the July meeting.  The Axe & Cleaver

had informed the PC that they would position planters 1 metre from the neighbouring fence to allow walkers a clear way.

            A resident informed PC that two trees with TPO’s had been removed from the

            Boundary of the plot for development next to Leeward, Alford Road. Cllr. Marsh

            to ask advice from ELDC.

            Potholes in Alford Road – many had been there for nearly a year. Clerk to send

            Information to Cllr. Matthews

4400.   MINUTES

            Proposed, Seconded & Resolved that the minutes of 16th September 2021, having

            been circulated and read, were approved and signed by the Chairman.

4401.   CLERK’S REPORT

Clerk had contacted Sutton on Sea Residents regarding the National Trust purchasing Sandilands Golf Course. 

The Clerk had received copies of the residents Trove Magazine which outlined future plans. Copies displayed in Village Hall.

4402.   REPORTS FROM OUTSIDE BODIES

            Cllr. Devereux informed PC of the forthcoming Alford Christmas Events on 27th

            November. All welcome.

            She also asked if anyone had had any problems with the Lloyds Pharmacy in Alford.

            Several people gave their views on the continuing difficulties i.e. less opening hours

            due to having no pharmacist, prescriptions incomplete when collected & minimal

            staff resulting in queueing for up to 45 mins.  Cllr. Devereux to take our concerns

            to the next CCG meeting.

            Cllr. Marsh informed PC that ELDC, Boston & South Holland had signed up to work

            together and was known as the South & East sub-region.

            Cllr. Matthews said that LCC would be handing over the Boatshed Café to contractor

            & due to open end of January 2022.

            Cllr. Matthews had received communication from a resident in St. Margaret’s Close

regarding the trees on the private green after the recent strong winds. Clerk to   forward correspondence received in 2019 regarding the trees to Cllr. Matthews.

4403.   CORRESPONDENCE

            LCC – Lincs Care Services Directory 2021/22 had been published & copies for

            Residents were located in Village Hall.

            Lincs Police – New Road Safety Campaign to urge drivers to Belt-up, Hang-up, Ease-

            Up.  Air fresheners with messages on could be collected from local police stations.

            NHS – Lincs. Clinical Commissioning Group (CCG) Consultation to 23rd December on

            Future of four NHS Services – orthopaedic, urgent & emergency care at Grantham,

            Acute medical beds at Grantham & Stroke service across Lincs.

            LCC – Information on bus timetable changes – see lincsbus.info/lincs-bus-updates.

            Lincs. YMCA – Digital Conference on Ageing Better Program – 7-9th December 2021

            LCC – ‘Let’s Talk Lincolnshire’ website for local people to comment & vote on polls/

            Suggestions.

            LCC – Transport Plan Consultation until 1st December 2021

            Alford Children’s Centre – timetable of sessions for Early Years children to

            December. 

            NHS – Lincs. Urgent Community Response Services will provide a 2 hour response

            Crisis intervention for patients to prevent unavoidable admissions & re-admissions

            by managing the patient at home with community support. Poster displayed in

            Noticeboard.

            Env. Agency – newsletter update.   Maintenance work at Huttoft Beach to

            commence early 2021 for 7 weeks.

            Wellbeing Hub has 24 hours hotline 0800 001 4331 for anyone who wishes to talk

            to someone if they have anxieties/concerns.

            Resident has contacted PC regarding Theddlethorpe Nuclear Dump. Clerk replied

            that PC would look at information when received

4404.   FINANCIAL MATTERS

            Paid between meetings -     LALC Course              27.00

            Proposed, Seconded & Resolved that the following accounts be paid -

                                                     Clerk’s ½ yr salary        900.00

                                                     Chairman’s Allowance  100.00

                                                     Huttoft Play Field          100.00

            Bank Balance 31.10.21 - £12,034.79 which includes £5852.37 reserves.

4405.   PRECEPT 2022/23

            Precept was discussed & final decision will be made at next PC meeting.

4406.   PLANNING

Dealt with between meetings – N/089/01738/21 – St. Margaret’s Close,   Huttoft - Extension to dwelling – P Cllrs supported  -   FPP granted

N/089/02089/20 – Meadow View, Sea Lane Huttoft – FPP granted with conditions

4407.   HUTTOFT CAR TERRACE

            New car park signs had been erected although no charges until Good Friday 2022.

            Yellow lines had been painted on the approach road.

PC to send email to Chris Miller thanking him for keeping them up to date with

information.

4408.   FOOTPATH A52 MUMBY ROAD - UPDATE

The verge was now devoid of grass and turned muddy with so many people walking on it. 

Cllr. Matthews advised PC to contact ELDC with regard to drawing up plans.  Cllr. Marsh replied that he would contact ELDC planning for their advice.

4409.   30 mph SPEED LIMIT

            Correspondence from LCC proposed a reduction to 30mph on Mumby Road & were justified against the criteria set out in the Council’s speed limit policy. Unfortunately, the northern end of                 Huttoft didn’t meet the criteria & therefore the speed limit would remain at 40 mph.  Comments regarding this proposal were to be received by 19.11.21 (day after meeting).  PC supported the               proposals but asked for LCC to review the northern end of the village in the future.

4410.   ADOPTION OF a) CODE OF CONDUCT b) FINANCE ORDERS   c) STANDING ORDERS

            Proposed, Seconded & Resolved that the above be adopted.  All in favour.

4411.   LCC WEBSITE

            It was agreed to monitor the situation at present and not pay for the service of

            maintaining the website.

4412.   STREET FURNITURE

            3 quotes had been received to replace seat near the Church.

            Proposed, Seconded & Resolved that PC purchase seat for £259.99. All in favour.

4413.   SPEED SIGNS

PC agreed to forward an application to Grantscape (Viking Link) for a grant towards speed signs. Closing date February 2022.

4414.   ANY OTHER MATTERS (discussion only)

            A property in Sutton Road, Huttoft had been waiting 6 years for the drain outside their property to be connected.  When it rained heavily, the front garden

           was covered in deep standing water & the disabled owner could not leave the property.

Cllr. Matthews asked Clerk to send him an email and he would contact LCC Highways.
