THE ANNUAL STATUTORY MEETING OF HUTTOFT PARISH COUNCIL WAS HELD ON THURSDAY, 20 MAY 2021 IN HUTTOFT VILLAGE HALL

4357. MINUTES

Proposed, Seconded & Resolved that the minutes of 18 March 2021, having been

circulated and read, were approved and signed by the Chairman.

4358. CLERK’S REPORT

Footpath A52 – C Matthews commented because it was private land and any planning permissions are no longer current HPC may have to put in for planning permission, he said LCC would help but no commitment was made on financing. Resolved to discuss at next meeting.

4359. TO RECEIVE REPORTS FROM OUTSIDE BODIES

Cllr. Marsh reported that ELDC had a strategic alliance with Boston BC and were in discussions with South Holland DC. This should lead to savings as they could share roles between the councils. 

There would also be back office savings.

Cllr. Marsh reported that ELDC had bought the land in Horncastle and the Manby site would be sold. The move will pay for itself over 7 years and would offer further education opportunities.

ELDC had applied for an order to extend the caravan site opening times to either 11 or 12 months. The has been challenged and would probably need a judicial review. If granted it should help local employment and local businesses

Cllr.  Devereux agreed with Cllr. Marsh and added thanks to the Parish council for their thoughts. 

Cllr. Matthews thanked all those who voted for him in the LCC elections in May 2021, he had an increased majority which had led him to be asked to join the executive committee along with two other local LCC represents.

Cllr. Matthews reported that LCC and ELDC representatives worked as a team and were in regular contact.

He reported that the Huttoft car terrace café would be handed over on 8th June and patrons would be able to enjoy a drink on the café terrace whilst viewing the sea.

The TRO for the coastal roads would be in place from 31st May and carpark charging would start on 31st May using remote mobile phone technology to pay. He thought the charges would be £1 for one hour, £2 for two hours and £3 all day, there will be no concessions for local residents. Large vehicles would be banned with an £80 fine (reduced to £40 if paid within a period) if they do use the parking facilities. Wardens will be used.

 

4360. CORRESPONDENCE

Lincs. Police – Campaign for drivers to commit to safer driving by displaying ‘Slow Down in Lincolnshire’ bumper stickers available from Mablethorpe police station. 

NHS – Louth & Skegness Urgent Treatment Centres reopened from 10pm to 8am from 1 April 21

EA– Newsletter received for April 2021 – Van Oord to partner EA over the next 4 years to continue protecting the Lincolnshire Coastline. Work has commenced and will be completed by the summer holiday season.

J Marshall – internal audit   50.00

Zurich – insurance 649.53

4363. PLANNING MATTERS

N/089/00225/21 – Valentine, Sutton Rd, Huttoft – Extension & alterations existing to provide accommodation. FPP Granted

N/089/00266/21 – Chatsworth, Alford Rd, Huttoft – Extension & alterations to

existing dwelling to provide a garden room.  FPP Granted

N/089/00245/21 – Mill Lane, Huttoft – Change of use, conversion of & alterations to

equine to domestic occupation. Inadequate access as single tracked road. 

Development outside the envelope of the village. Within Huttoft there are approx.

15 stables and if approved would set a precedent for these to be approved for

conversion for human habitation. FPP Granted

N/089/00640/21 – Stain Glebe Farm, Huttoft Rd, Sutton. Supported 6th April 2021             

 

4364. HUTTOFT CAR TERRACE – UPDATE

Covered during Cllr. Matthew’s section

Was agreed HPC would make comments about the temporary traffic order at the November meeting after reviewing the evidence over the summer.

Cllr. Meaker asked about widening the road near the new café to allow two-way traffic.

 

4365. TREES

Agreed 5 trees on the border of Chatsworth, Alford Rd could be removed, Cllr. Meaker commented stumps grinding should be used to stop regrowth and possible damage to the footway.

Agreed up to 10 new trees planted along the new hedge border in the playing field.

 

4366. CHURCH LANE FOOTPATH DIVERSION

Proposed PL, seconded R Ward

Comments made that path should be accessible and safe to use.

 

4367. STREET FURNITURE

Agreed to refurbish all street furniture and thanks were given to ELDC councillors for 

the grant.

4368. ANY OTHER MATTERS (discussion only)

Litter picking, 28th May to 13th June, agreed this is done year round

Grass cutting – request for a green bin at the village hall paid for by HPC

Hardies Corner – Site is for sale and states with planning permission.

Website update – Agreed to add to next agenda for discussion.

Speed signs – Noted Mumby has new signs, possible discussion next meeting. Suggestion about sharing with other villages to reduce the cost.

New yellow lines on A52 to restrict parking.

There being no further business the meeting closed at 8.25 p.m.
