A MEETING OF HUTTOFT PARISH COUNCIL WAS HELD ON THURSDAY, 15th JULY 2021

4370. MINUTES
Proposed, Seconded & Resolved that the minutes of 20th May 2021, having been circulated & read, were approved and signed by the Chairman.
4371. CLERK’S REPORT
Clerk had attended a LALC Zoom meeting for Clerks.
Potholes had still not been repaired on Alford Road
4372. REPORTS FROM OUTSIDE BODIES
Cllr. Marsh – ELDC had received money to regenerate towns & help smaller conurbations for Health & Fitness.
ELDC’s move to Horncastle was progressing & Boston College to have an annexe for student apprenticeships.
Cllr. Marsh was asked if the promenade at Sutton on Sea could have a cycleway section to enable pedestrians to walk safely.
Cllr. Devereux said that the Covid testing permanent sites had come to an end but there were small sites at markets, boot sales & other areas plus a stall at Alford’s Tuesday market for people to attend.
Lincolnshire mental health free phone helpline 0800 001 4331 is active & available 24 hours per day, 7 days per week.
ELDC’s TED has received funding until 2022 & are focusing on ‘ageing without children’ – website for details www.tedineastlindsey.co.uk
4373. CORRESPONDENCE
LCC – Health Watch Lincs. Survey to understand peoples’ experience of the services.
Lincs. Police – are working to reshape how Neighbourhood Policing will work. Parish Councils to receive quarterly reports & regular newsletter via email but would not attend Parish meetings unless there was a specific issue to be discussed.
Broadband Connectivity in Rural Lincolnshire – LCC can support communities in accessing available schemes to improve broadband in their area.
Anti-social Behaviour, Crime & Policing Act 2014. ELDC’s proposed consultation to review various controls currently in force in relation to dog control.
Viking Link – online meeting held 12th July to advise on progression of project. Also transportation of cable drums from 21st June for 8 weeks on Tuesdays & Thursdays via Ulceby Cross to Sandilands
Proposed Review of Constituency boundaries in Louth & Horncastle. East Midlands Constituencies to increase from 46 to 47. Consultation period to 2nd August.
Lowlands Search – request for donation. To be put on next Agenda.

4375. PLANNING MATTERS

Alterations to existing outbuilding to provide replacement windows & doors & provision of additional window. Cllrs. Supported
N/089/01277/21Land Adj. Leeward, Alford Rd
Erection of detached bungalow with detached single garage & construction of vehicular & pedestrian access. Cllrs. Supported but concerns raised with the position of garage in proximity to neighbour’s boundary
4376. HUTTOFT CAR TERRACE
PC had sent a letter to LCC on 2nd June 2021 regarding proposed Off Street Parking Order at the Terrace & Marsh Yard/Moggs Eye.
LCC had replied that the Pay by Phone facility would be used.
Enforcement contractor to enforce the restriction. No overnight parking & maximum length of vehicles permitted to use car park is 6.0m.
Clerk to contact LCC with regard to disabled facilities.
There were still numerous motorhomes parking overnight & with no toilet facilities, the dunes were being used as public toilets.
4377. A52 - PROPOSED YELLOW LINES
Proposed waiting restrictions on Mumby Rd. Residents had received a letter from LCC & comments should be forwarded by 17th September. Parish Council had forwarded their concerns that traffic would move onto Alford Rd, Church Lane & St. Margaret’s Close. LCC to monitor. It was agreed to invite Mr Davey, Headteacher, to next meeting.
4378. LCC Website
Cllrs. asked Clerk to arrange ‘zoom’ meeting with P Langford to look at new website.
4379. FOOTPATH A52
Clerk still waiting for a reply from Russell Crockford as there was increase footfall from the school’s carpark to the shop. It was becoming more dangerous to walk alongside the A52 without a footpath.
4380. STREET FURNITURE
The seat near Church was found to be unstable. P Cllrs. agreed to remove the seat & Clerk to get quotes for a replacement.
4381. PURCHASE OF GREEN BIN
It was decided to defer the purchase of green bin until April 2022.
4382. SPEED SIGNS
Vehicles continue to speed through the village and P Cllrs to ask for a survey on A52. Clerk to get quotes for solar interactive speed signs & if any funding from Viking Link.

4383. ANY OTHER MATTERS (discussion only)
Clerk reminded P Cllrs. of LALC courses.
Recycling centres to re-open on 1st September – no booking necessary but vans will have to register.
Resident reported that 2 trees on Alford Road verge were overhanging highway. As these 2 trees have TPO’s, Cllr. Matthews & R Crockford to investigate.
Vehicles at Axe & Cleaver were blocking public footpath to Jolly Common & signs had been removed from fence. Fence to rear overlooking playing field has missing panels. Letter to be sent to owner.
There being no further business the meeting closed at 8.10 p.m.
