A MEETING OF HUTTOFT PARISH COUNCIL WAS HELD ON THURSDAY 21ST JULY 2022

 

PRESENT:         Cllrs. N Sylvester (Chairman), P Lapczuk, C Meaker, R Briggs, D Price,

                        A Broughton, R Ward & 5 members of public

4461.   APOLOGIES

            Apologies were received from Cllrs. R Walker & S Devereux (ELDC) & accepted

            PUBLIC PARTICIPATION

            A member of Huttoft Playing Field committee asked if ELDC/LCC councillors had

            any funding available. Cllr Marsh to contact committee after meeting    

            DECLARATIONS OF INTEREST

            Cllr Sylvester declared an interest in Item 7

4462.   MINUTES

            Proposed, Seconded & Resolved that the minutes of 26th May 2022, having been

            circulated and read, were approved and signed by the Chairman.

4463.   CLERK’S REPORT

            Vehicles still parking on A52 double yellow lines & on highway towards Alford Road-

            LCC to carry out further assessment in September.

            LCC had received request for raised footpath at bus stop outside Manor Cottage,

            Mumby Road, Huttoft                       

4464.   REPORT’S FROM OUTSIDE BODIES    

            A resident had requested a footway from Mill Lane to Sutton Road due to increase

            in walkers using grass verge – Cllr Matthews to contact LCC highways

Cllr Marsh (ELDC) said that a bid for safer streets through PCC’s had resulted in a grant to provide static cc cameras (24 hrs) giving cover to venues/dispersal points to

keep public safe in Lincolnshire

Local Government Association had awarded SE & Lincs Partnership a top award for

working together under one office

Purple lidded bins to be introduced in August for recycling clean/dry paper and

cardboard. A welcome pack would be sent to households in advance which includes

calendar and guide    

4465.   CORRESPONDENCE

            EA – Beach Nourishment to finish at Huttoft mid July. Demobilisation of equipment

            beginning of August

            Public Footpath 13 Diversion from Church Lane past Donkey Sanctuary still to be

            Completed

            LCC – temporary traffic restriction 26-28 July, Alford Road – AWA new connection

            LCC – update of Lincs. Minerals & Waste Local Plan – Consultation to 12th August

4466.   FINANCIAL MATTERS

4467.   CLERK’S RESIGNATION

            Proposed, Seconded & Resolved that this Item to be discussed in Closed Session.

4468.   PLANNING MATTERS

            N/089/00659/22         Land off Mumby Road                        OPP granted

            N/089/01163/22         Woodrow Farm, Sutton Road, alterations to existing ice cream

            parlour to provide covered farm shop                       P Cllrs supported

4469.   HUTTOFT CAR TERRACE

            Continued problems with parking, mobile app and reception. PC have received  emails & they have been forwarded to LCC for a reply.  Contractor for emptying bins

            to stop trading in 2 weeks & local PC’s were asked if they knew anyone who could offer this service.  Bins overflowing it was hoped to have extra Euro bins on site.

            Cllr. Walker was thanked for the up to date report on the Car Terrace which was

            forwarded to LCC.

 

4470.   ST MARGARET’S CHURCH

            Update was given by Friends of St. Margaret’s – chancel roof had been secured with

tarpaulin sheet and repairs made to knave roof.  PC was thanked for their donation. The Friends were in the process of raising £5,000 to employ an architect to enable the church to move forward with its renovation.      It was hoped, in future, to use the building as a festival and community church and the school were interested in using the church.

 

4471.   TREES ST MARGARET’S CLOSED CHURCHYARD

            Ref – EZY/0046/22    ELDC had granted consent for the proposed works and was

            valid for 2 years from date of letter.  Proposed, seconded & resolved that Clerk

            ask for 3 quotes and would be discussed at next meeting.

 

4472.   ANY OTHER MATTERS (for discussion only)

            Overhanging trees/hedge at Cherry Tree Plot, Mumby Road are encroaching on

            Footway and obstructing road sign advising drivers of Alford Road turning. Letter

            to be sent to owners

LCC were informed of manhole lid missing on A52 grass verge Sea Lane turning towards Sutton on Sea – Ref. 4175088

This part of the meeting closed at 8.05 pm and moved into Closed Session

4473.   CLERK’S RESIGNATION

            PC had received 1 application for the post of Clerk

            Proposed, Seconded & Resolved that Cllrs Sylvester, Ward and Walker -

            Executive Committee conduct the interview and report back to PC.  All in favour

            There being no further business the meeting closed at 8.35 pm

            The next meeting will be held on Thursday, 8th September 2022
