Minutes 16th March 2023

Minutes of Huttoft Parish Council held on Thursday 16th March 2023 at Huttoft Village Hall commencing at 7:00pm

PRESENT:                     Cllrs. N Sylvester (Chair), R Walker, C Meaker, P Lapczuk, R Ward & R Ganney

IN ATTENDANCE:        M Rudd (Clerk), Cllr S Devereux (ELDC), & 5 members of the public

4536.   WELCOME:

The Chair welcomed Councillors and members of the public to the meeting

4537.   APOLOGIES:

Apologies were received from Cllrs. A Broughton (HPC) & G Marsh (ELDC) – ACCEPTED

4538.   PUBLIC PARTICIPATION:

A resident raised concerns about continued pothole problems outside their property and poor repairs carried out by LCC. The Clerk agreed to write to the LCC

4539.   DECLARATIONS OF INTEREST AND REQUESTS FOR DISPENSATIONS:

None

4540.   MINUTES OF THE MEETINGS OF 17th NOVEMBER 2022 AND 19TH JANUARY 2023:

Proposed, Seconded & RESOLVED that the minutes, having been circulated and read, were approved and signed by the Chair

4541.   CLERK’S REPORT OF OUTSTANDING MATTERS:

Proposed footpath on A52 between School Car Park and Service Station.  Permission has been received in writing from residents impacted by the proposal to utilise land in front of their properties to build the footpath 

Cllr Sylvester confirmed that the remaining two benches donated by Visit Lincs Coast Project will be situated on Chapel Lane and Jolly Common Lane.  Proposed, Seconded and RESOLVED to obtain quotes to locate the benches

4542.   REPORTS FROM OUTSIDE BODIES:

There were no formal reports due to the being in Purdah prior to the May Elections 

4543.   CORRESPONDENCE:

The Clerk reported no outstanding matters not already covered in the agenda.

4544.   FINANCIAL MATTERS:

Amounts awaiting payment approval:

LALC Annual Subscriptions 2023/24 - £227.83

Clerks Salary (1st September 2022 – 31st March 2023) - £1477.35

Huttoft Village Hall: Annual Hire - £96.00

Clerks Printing Costs - £4.49

Proposed, Seconded and RESOLVED to approve all payments          

4545.   PLANNING MATTERS:

N/089/02359/22 – Lyndale, Sutton Road – Full Planning Permission Granted

N/089/00328/23 - Gwenda, Sea Lane – No objections to proposals

4546.   HUTTOFT TERRACE REPORT – CLLR WALKER:

Cllr Walker updated Councillors on issues around the Terrace:

Sea Lane – concern remains regarding the condition of parts of the road

Sea Lane / Ramp – yellow lines obscured by sand causing parking issues. Need for ‘No Parking’ signs.  Foliage around terrace access area needs cutting back

Terrace / Splashback – Environment Agency confirmed LCC are responsible for clearing sand and were discussing the issue with their contractors

Environment Agency looking into speeding signs for cyclists and users of electric scooters

Concerns raised over overflowing dog waste bins near golf course. ELDC to be notified

LCC yet to confirm final position of new parking pay machines. Currently awaiting confirmation from Environment Agency

Sea Replenishment to begin again in April, concerns over potential damage to Sea Lane due to utilisation of large vehicles and machinery       

4547.   VILLAGE HALL – CLLR MEAKER:

‘LIVES’ Bystander CPR Training on 4th March a huge success and raised £300 for ‘LIVES’.  Thank you to all who attended

Concerns raised over lack of Defibrillator facilities at Huttoft Bank. Potential to locate at Café. Councillors to look into raising funds to purchase Defibrillator

Coronation Weekend – plan to hold Hog Roast on Sunday 7th May from 12noon. Other events include street musician, outdoor games and tombola. Tickets available from Village Hall.

4548.   PLAYING FIELD – LONG TERM FUNDING / MANAGEMENT:

Cllr Lapczuk confirmed that Councillors had met with Trustees of the Playing Field Association to exchange information. Cllr Lapczuk requested that minutes of the meeting be circulated to all Councillors. Further updates will be provided in due course

4549.   MAY 2023 ELECTIONS:

Councillors were reminded that the deadline for nominations closes at 4pm on 4th April and forms must be submitted in person to the Election Team at ELDC. The Clerk can provide support in completing the forms if required

Cllr Devereux (ELDC) reminded the meeting of the importance of ensuring residents have appropriate ID to enable them to vote.

4550.   ANY OTHER MATTERS:

Cllr Meaker confirmed the last “Warm Spaces” event will take place on Saturday 1st April.  Cllr Meaker had been offered some “Warm Spaces Packs” by Alford Hub. Cllr      Devereux (ELDC) asked if the “Warm Spaces” events would continue if funding was available?  Cllr Meaker confirmed that the Village Hall Committee would consider continuing the events later in the year
