Minutes of Huttoft Parish Council held on Thursday 17th November 2022 at Huttoft Village Hall commencing at 7:00pm

PRESENT:                    Cllrs. N Sylvester (Chair), C Meaker, R Ward, R Walker & A Broughton

IN ATTENDANCE:        M Rudd (Clerk), Cllrs S Devereux & G Marsh (ELDC), Cllr C Matthews (LCC), Chris Miller (LCC) & 9 members of the public

4496.   WELCOME:

The Chair welcomed Councillors and members of the public to the meeting.

4497.   APOLOGIES:

Apologies were received from Cllr D Price – ACCEPTED

4498.   PUBLIC PARTICIPATION:

A member of the Playing Field Committee reported that there is only sufficient funding to support the playing field for one more year. The fencing between the playing field and the Axe & Cleaver is in need of urgent repair. The Annual Meeting of the Committee will take place on Saturday 19 November at 10am

A resident of Crawcroft Lane presented a further letter and a response from Lincolnshire County Council regarding the state of the road. Cllr Matthews (LCC) stated he would pass on the correspondence to the relevant team at LCC.

4500.   MINUTES OF THE MEETINGS OF 8TH SEPTEMBER AND 20TH OCTOBER 2022:

Proposed, Seconded & RESOLVED that the minutes, having been circulated and read, were approved and signed by the Chairman

4501.   COUNCIL VACANCIES – PROPOSED CO-OPTION OF COUNCILLORS:

Following the resignations of Cllrs. Lapczuk and Briggs in September 2022 and a Notice of Vacancy being posted, ELDC approved the appointment of new members on to the Parish Council via co-option. Councillors unanimously RESOLVED to co-opt Mr Philip Lapczuk and Mr Ray Ganney on to Parish Council

4502.   HUTTOFT TERRACE REPORT:

Cllr Walker took Councillors through various reports. The meeting was joined for this item by Chris Miller: Head of Environment (LCC).  Main comments:

Oversized vehicles will still be monitored throughout the Winter months

Signage to be updated following changes to charging and usage

Horse Box Owners do have to pay to park

Assessment of Sea Lane - poor road condition and damage. Comments to be passed on to LCC Highways

Boat House Café – concerns over security of the premises.  LCC to review

CCTV – unable to increase CCTV in area due to public space concerns

Splash Deck – concerns over usage by eScooters. No signage prohibiting use. LCC confirmed this is a matter for Environment Agency

Income from car parking fees cannot be ring-fenced to Huttoft Parish Council but will be ring-fenced to Environment and enable payment of new car parking machines and signage

6 sites covered by new car parking arrangement had 37,765 positive transactions; 326 Enforcement Notices issued at Huttoft Terrace, with total income £98,711

4503.   CLERK’S REPORT OF OUTSTANDING MATTERS:

LCC Highways confirmed that, following a survey, no further alterations will be made to the parking restrictions from the Primary School to corner A52 / Alford Road.  Cllr Matthews confirmed regular Traffic Warden enforcement will continue

St Margaret’s Churchyard Tree Maintenance will commence on 28th November for 5 days.  Huttoft Primary School have been advised  

4504.   REPORTS FROM OUTSIDE BODIES:

Cllr Devereux requested information on Village Hall “Keep Warm & Get Together” initiative

Cllr Matthews took Councillors through the work of a number of LCC working groups

Outer Dowsing Offshore Project – Cllr Matthews expressed concerns regarding the project and stated that LCC will be objecting to the application

Proposed new footpath on the A52 between School and Service Station now a formal scheme. Cllr Matthews stated that there are concerns about formal transfer of land that need to be resolved

4505.   FINANCIAL MATTERS:

Amounts awaiting payment approval:

Clerks Printing & Postage Costs - £21.67

Floral Arrangement (HM Queen Memorial) - £30.00

Chairman’s Allowance - £100.00

All payments Proposed, Seconded & RESOLVED to approve

4506.   PRECEPT 2023/24:

Councillors reviewed current spend to date against last year’s precept and reserves. To be reviewed again priory to setting formal 2023/24 Precept in January 2023.

4507.   VILLAGE HALL:

Request for funding for upkeep of Defibrillator. RESOLVED to add to the agenda of the next meeting

4508.   PLAY FIELD FUNDING:

Item covered partly during Public Participation.  Proposal for Parish Council to look into taking over Play Field following a review of future funding.  RESOLVED to add to the agenda of the next meeting

4509.   OUTREACH POST OFFICE:

Post Office to formally close on 2nd January 2023 following Morrisons take-over of McColls.  RESOLVED for the Council to write to Morrisons

4510.   PLANNING MATTERS:

N/089/02006/22 Land at 27 Church Lane, Huttoft – Councillors had no objection in principle, but noted proposed dwelling not in keeping with other properties on Church Lane. RESOLVED to provide comments to ELDC

N/089/02121/22 Griffin Farm, Mumby Road, Huttoft – Councillors fully supported application. RESOLVED to provide comments to ELDC

4511.   CRAWCROFT LANE:

Item covered partly during Public Participation.  RESOLVED to pass correspondence from resident to LCC Highways via Cllr Matthews (LCC)

4512.   COUNCIL CODE OF CONDUCT:

Proposed, Seconded & RESOLVED to adopt Code of Conduct Policy

4513.   SOCIAL MEDIA & ELECTRONIC COMMUNICATIONS POLICY:

Proposed, Seconded & RESOLVED to adopt Social Media & Electronic Communications Policy

4514.   COUNCIL MEMBERSHIP:

Cllr Sylvester (Chair) advised Councillors that Cllr D Price had resigned from the Parish Council due to ill health.  RESOLVED for the Clerk to notify ELDC and write to Cllr Price to express thanks for his service to the Council

4515.   ANY OTHER MATTERS:

Friends of St Margaret’s Church – updated the Council on progress in obtaining funding to support the infrastructure of the church

Christmas Carol Concert – confirmed a concert will take place on Sunday 11th December at 2pm in the village church.  All public welcome.

Visit Lincs Coast Project – one bench now situated in the church. Two other benches need siting.  RESOLVED to add to the agenda of the next meeting
