Minutes of Huttoft Parish Council held on Thursday 19th January 2023 at Huttoft Village Hall commencing at 7:00pm

PRESENT:                     Cllrs. R Walker (Chair), C Meaker, A Broughton, P Lapczuk & R Ganney

IN ATTENDANCE:        M Rudd (Clerk), Cllrs S Devereux & G Marsh (ELDC), Cllr C Matthews (LCC) & 2 members of the public

4518.   WELCOME:

The Chair welcomed Councillors and members of the public to the meeting

4519.   APOLOGIES:

Apologies were received from Cllrs. N Sylvester & R Ward – ACCEPTED

4520.   PUBLIC PARTICIPATION:

A resident raised a concern about the minutes of the meeting of 8th September 2022. Councillors agreed to amend the minutes of the meeting of 17th November 2022 to address the issue raised

4521.   DECLARATIONS OF INTEREST AND REQUESTS FOR DISPENSATIONS:

Cllrs C Meaker & A Broughton declared an interest in item 12 ‘Review of Play Field’

4522.   MINUTES OF THE MEETINGS OF 17th NOVEMBER 2022:

Proposed, Seconded & RESOLVED to amend the minutes to address the concern raised in para. 4520 above., and be approved at the next Council meeting

4523.   CLERK’S REPORT OF OUTSTANDING MATTERS:

The Clerk reported no outstanding matters not already covered in the agenda

4524.   REPORTS FROM OUTSIDE BODIES:

Cllr Devereux (ELDC) reported that Alford had been successful in bidding for Levelling Up Funding for Alford Manor House (£2.5m) and Alford Windmill (£1.1m)

Cllr Matthews (LCC) reminded the meeting that this year marks 70 years since a major flood devastated communities on Lincolnshire’s east coast. 43 people lost their lives. A special memorial service will take place at St Peter and St Paul Church in Ingoldmells on Tuesday 31 January from 10.30am

4525.   CORRESPONDENCE:

Trees on St Margarets Close – ELDC have confirmed the long outstanding work, due to be undertaken by the landowner, has now passed to Planning Enforcement

LCC Highways confirmed that Crawcroft Lane will be closed on 1-2 February for road maintenance works

4526.   FINANCIAL MATTERS:

Clerks Salary – Cllr Lapczuk advised Councillors that Parish / Town Councils have been notified that agreement has been reached on the National Pay Award effective from 1 April 2022. The Clerks annual salary will increase from £2320.50 to £2532.60 per annum. Proposed, Seconded & RESOLVED to implement the Pay Award

Precept 2023/24 – Cllr Lapczuk took Councillors through the proposed Budget / Precept 2023/24. The total budget will increase from £6940 to £7290 per annum. An increase of 5.04%. Proposed, Seconded & RESOLVED to approve the Budget / Precept

4527.   PLANNING MATTERS:

Full Planning Permission Granted:

N/089/02006/22 Land at 27 Church Lane, Huttoft

N/089/02121/22 Griffin Farm, Mumby Road, Huttoft

N/089/01853/22 Plot 4 Land North of Keldale, Mumby Road, Huttoft

N/089/02359/22 Lyndale, Sutton Road, Huttoft – Councillors fully supported application with no additional comments

4528.   VILLAGE HALL:

Defibrillator Training – Cllr Meaker advised that a “Coffee and Community Bystander CPR” event has been arranged for Saturday 4th March 2023 between 10am-12noon, to be delivered by “Lives”.  The event will be FREE to residents.

Proposed, Seconded & RESOLVED to approve a donation of £100 to “Lives” (this will be matched by the Village Hall Committee) for supporting the event

King’s Coronation Weekend – Cllr Meaker advised that the Village Hall Committee were meeting on Friday 20th January 2023 to discuss how the village would like to celebrate the King’s Coronation.  All residents are welcome

4529.   PLAYING FIELD – LONG TERM FUNDING / MANAGEMENT:

Cllr Lapczuk advised that he will be leading a review of the Play Field: its funding and long-term management.  Cllr Lapczuk hoped that the final report will be presented to the Council in September 2023.

4530.   OUTER DOWSING OFFSHORE WIND FARM:

Cllrs Sylvester and Meaker attended the inaugural Community Liaison Group meeting on 28thNovember 2022. Plans are still been developed following feedback from stakeholders and community groups.  The next meeting will take place on 20th February 2023 in Alford

4531.   MAY 2023 ELECTIONS – ID FOR VOTING:

Following notification from ELDC that elections regulations now require all voters to have appropriate identification when voting in person. There is no change to Postal voting. Councillors expressed some concerns over this change. Reminders to residents will continue to be placed on social media

4532.   VISIT LINCOLNSHIRE COASTAL BID:

Councillors discussed potential locations of the two remaining benches donated by the Coastal Bid Project.  Councillors agreed one should be sited on land opposite Village Hall, and the other potentially on Jolly Common Lane / Green Lane area. To be confirmed

4533.   ANY OTHER MATTERS:

Friends of St Margaret’s Church – Cllr Ganney advised the Council that an architect has now been officially appointed to support the project

A1111 Roadworks – concerns were raised over the diversion implemented by LCC: vehicles being sent down ungritted minor roads and diversion signage was extremely poor
