Minutes of Huttoft Parish Council Annual Parish meeting held on Thursday 18th May 2023 at Huttoft Village Hall commencing at 6:30pm

PRESENT:                    Cllrs. N Sylvester (Chair), R Walker, C Meaker, P Lapczuk, R Ward, R Ganney & K Golightly

IN ATTENDANCE:        M Rudd (Clerk), Cllr S Devereux & G Marsh (ELDC), Cllr C Matthews (LCC) & 7 members of the public

 

1.         WELCOME:

The Chair welcomed Councillors and members of the public to the meeting. The Chair formally welcomed Cllr K Golightly to her first meeting following the May Elections and also thanked former Councillor Alan Broughton, who stepped down as a Councillor in May, for his many years service on the Parish Council.

2.         APOLOGIES:

None.

3.         PUBLIC PARTICIPATION:

A resident raised a concern that the grass and bushes along Leafy Lane were overgrown and needed cutting back.  Cllr Meaker advised that he will arrange for them to be cutback.

Cllr Meaker noted that there are no dropped curbs at the entrance and exit points of the school car park and this causes issues for some residents. It was agreed to notify LCC of the issue, that needs to be addressed as part of the proposal the build a new footpath along the A52 between the school car park and the service station.

A resident noted that the “south” bus stop pathway on Mumby Road is very low and causes issues for some residents getting off the bus. Cllr Matthews advised that LCC are aware of the issue and he will provide an update.

4.         MINUTES OF THE ANNUAL PARISH MEETING OF 26th MAY 2022:

Proposed, Seconded & RESOLVED that the minutes, having been circulated and read, were approved and signed by the Chair

5.         HUTTOFT TERRACE REPORT – CLLR WALKER:

Cllr Walker had met with a representative of LCC to discuss a number of on-going issues at the Terrace including removal of waste, lack of car park signage and sand coverage. LCC also agreed to approach National Trust to request the foliage on either side of the ramp to be cutback to ensure safety for foot traffic walking to the café. Overall, the meeting with LCC was very positive.

Cllr Walker has also approached the National Trust regarding working more closely together to provide better information to the community following concerns raised by residents regarding dog walking and usage of some areas of the old golf course.

The speed limit along Sea Lane remains a concern. Cllr Walker has contacted Lincolnshire Road Safety Partnership to request a traffic survey along the east end where the lane is at its narrowest and where most residential properties are located.

Cllr Walker raised concerns that concrete steps appear to have been built in two areas of the splashdeck but there is no signage warning and has contacted the Environment Agency for more information.

The proposal to install a defibrillator at the Terrace has progressed. ELDC are providing a substantial grant towards the costs and Cllr Walker & Cllr Meaker have approached a number of other organisations for further financial assistance.

The Chair thanked Cllr Walker for his very comprehensive report and for all the work he has undertaken to address the issues around the Terrace area and improve the facility for the whole community.            

6.         VILLAGE HALL – CLLR MEAKER:

Cllr Meaker confirmed the installation of the defibrillator at the Terrace was great news and stated that staff at the café have asked for training.  Cllr Golightly confirmed that this can be arranged in due course.

The Coronation weekend events at the Village Hall were a great success and Cllr Meaker thanked all the members of the Committee for their hard work in making the event such a success.

The Village Hall Committee AGM will be held in September and Cllr Meaker stated that all new members are very welcome.

7.         PLAYING FIELD:

A member of the Playing Field Committee updated the meeting and thanked members of the Committee for their continued support. Thanks were also given to ELDC for a grant of £1000 towards the Playing Field.

Concern was raised about the on-going issue of the broken fence between the Axe & Cleaver and the playing field. Until it is repaired, new picnic tables cannot be located in the playing field area. Despite a request from the landowner for a quote to repair the fence, no permission has been granted to complete the repairs. 

8.         FRIENDS OF ST MARGARETS CHURCH – CLLR GANNEY:

Cllr Ganney updated the meeting on progress made to repair parts of the church. An architect has now been appointed to identify the works required and provide estimated costs. The work will be undertaken in phases and funded through various grant applications. The Lincolnshire Churches Trust have been very supportive and have already provided some funding towards the costsThe Friends of St Margarets Church are continuing to look for ways to utilise the church and get further community support. 

9.         OUTER DOWSING OFFSHORE WIND PROJECT – CLLRS SYLVESTER & MEAKER:

Cllrs Sylvester & Meaker attended the latest Community Engagement meeting held in Alford to discuss the latest proposals and options. No final decisions have yet been made but expressions of concern were made by Cllr Matthews (LCC) that some decisions have already been made nationally between the Government and National Grid, albeit no details are yet known.
